Intensive Processing Project in Yunnan Green Aluminum Innovation Industrial
Park of Yanshan County in Wenshan Prefecture. Based on the existing aluminum
oxide and electrolytic aluminum projects under construction in the Industrial
Park, this project will strengthen aluminum processing and intensive
processing, and promote Yanshan's green aluminum industry and products to a
higher value chain. The project subdivides the aluminum intensive processing
field, focusing on the supporting aluminum intensive processing projects of
alloy aluminum, high-purity aluminum, and aluminum processing, with clear but
not limited to five development specialties of extrusion processing, rolling
processing, aluminum casting, manufacturing of final products and circular
economy. It focuses on the development of high value-added industrial
profiles and aluminum alloy plates, strips and foils, the construction of
aluminum conductors, aluminum wires, aluminum furniture and other intensive
processing production lines, with an emphasis on the development of green
low-carbon hydropower aluminum integration industry base on aluminum
extrusion and aluminum rolling, the formation of a number of advantageous
aluminum intensive processing products in demand, so as to further extend the
aluminum processing industry chain and enrich upstream and downstream
industrial supports of Yanshan aluminum industry chain.

1. Project Site: Yunnan Green Aluminum Innovation Industrial Park in Yanshan County.
2. Scope and Land Scale: It is connected to Xiaolongbai to the north,
Xincun to the south, Bailong Mountain to the west and Tinghu Reservoir to the
east with a planned land area of 1000 mu.

expropriated and reserved, and none of the three lines is involved.

|
1. Project Positioning:
The project takes advantage of the "green energy brand", and
develops green aluminum, green aluminum supporting industries and diversified
aluminum intensive processing industries, with supporting construction of
aluminum alloy, aluminum processing and other intensive processing
industries. The project focuses on cultivating the park's aluminum industry
as the leading advantageous characteristic industry, actively extending the
industrial chain, promoting the development of industrial clusters, and
actively developing the high-end equipment aluminum manufacturing industry in
accordance with the relevant requirements of the provincial strategy. It aims
to build an integrated green aluminum industrial park with orderly upstream
and downstream supporting connections, high industrial agglomeration, good
circular economy and outstanding processing capacity to make it become the
core area of Yunnan "China Aluminum Valley".

Functional Zoning: Aluminum
plate and aluminum strip cold/hot rolling production line, aluminum foil
rolling production line, aluminum profile/alloy production line, and aluminum
intensive processing zone.
3. Project Content:
(1)
Aluminum plate and aluminum strip cold/hot rolling production line: Zone
classification: heating zone, finish rolling zone, rough rolling zone and
winding zone.
Relevant
equipment: heating furnace, hot rolling mill, lubricating equipment and
emulsion.
(2) Aluminum foil rolling production line: Relevant equipment: aluminum
foil rolling mill.
(3)
Aluminum profile/alloy production line: The production line is built with a
focus on aluminum preliminary processing of high precision aluminum, alloy,
flat aluminum ingot, cast-rolling aluminum coil and aluminum rod, as well as
high value-added products such as aluminum profile, automobile hub and
aluminum foil.

Aluminum intensive processing zone: Aluminum deep processing equipment.

Project Advantages

1. Industrial Basis
|
In addition
to completed aluminum oxide project with an annual output of 500,000 tons and
electrolytic aluminum project under construction with an annual output of
2.03 million tons, there are also the electrolytic aluminum project of
Aluminum Corporation of China with an annual output of 500,000 tons and the
electrolytic aluminum project of Henan Shenhuo Group with an annual output of
900,000 tons under construction. Now the existing green aluminum output of
Wenshan is 3.43 million tons, ranking first in Yunnan.
Yunnan
Green Aluminum Innovation Industrial Park in Yanshan County focuses on the
development of hydropower aluminum and also supports the construction of
intensive processing industries such as aluminum alloy and aluminum
processing. Phase I of the park has been completed and put into operation
with a capacity of 1 million tons/year. After Phase I and Phase II are
completed and put into operation, the total hydropower aluminum capacity of
the park will reach 2.03 million tons/year.

2. Resource Advantages
|
Aluminum Ore Resources: Wenshan City enjoys a major mineral resources
advantage and is a key area of bauxite prospecting in Yunnan Province and a
supporting resource place for the sustainable development of the aluminum
industry. Yanshan County is located in the middle of Wenshan Prefecture with
abundant bauxite resources.
Mineral Resources: Yanshan
County has 29 types of proven minerals with mining value, including
manganese, aluminum, lead, zinc, bentonite, etc. It is a key area for bauxite
prospecting in Yunnan Province and a supporting resource place for the
sustainable development of the aluminum industry, and is also a large
ferroalloy production base in Yunnan Province, of which Dounan manganese mine
is one of the eight largest manganese mines in China.
Climate Resources: Yanshan County is in the low-latitude North Asia tropical plateau monsoon
climate zone, with a frost-free period of more than 320 days throughout the
year. The annual average temperature is 16.5 °C, and the rainfall is mainly
concentrated in August- September, making Yanshan County featured with
distinct dry and wet transition, and an obvious stereoscopic climate. It is
characterized by mild winter, cool summer, warm spring and comfortable autumn
with no extreme weather conditions.
Land Resources: The land is flat and wide and there are 35 dams of over 3,000 mu, of which Pingyuan Dam is one of
the eight largest dams in Yunnan Province.
Water Resources: There are 6 rivers in Yanshan County with a total length of 224.76 km, a runoff
area of 3737.98 km2, and 397 reservoirs and dams with a storage
capacity of 154 million m3.

3. Supporting Conditions
|
At present,
“seven accesses and site leveling” have been under construction in the park,
and preparations for leveling project of Phase I are in place.

Yunnan
Green Innovation Industrial Park is located in Yanshan Industrial Park of
Yanshan County, adjacent to G80 Guangzhou-Kunming Expressway, and 591 away km
from Fangchenggang.

1. Production Operation Cost
|
Electric Power: Yanshan County has abundant electric power resources, including 21
substations with transformer capacity of 2602 MVA, which is an important
channel for "Yunnan-to-Vietnam Electricity Transmission" and
"West-to-East Power Transmission".
Natural Gas: LNG storage and gas supply network facilities in urban areas are put into
operation.
Communication: Internet infrastructure such as "Broadband Access to Villages"
and 4G mobile broadband has been continuously improved to achieve full
coverage of 4G network and fiber-optic broadband in administrative villages.
Human Resources: The total population of Yanshan County is 490,900 people, among which
there are nearly 50,000 surplus laborers. There are experienced construction
teams in the county, which can lay a good technical foundation for the smooth
implementation of the project, and also provide a labor guarantee for the
production after the project is completed. As an underdeveloped county, the
labor price in Yanshan County is relatively low, with the average labor price
at about RMB 120/person/day, which can effectively reduce production costs.

aim of building a world-class "China Green Aluminum Valley" and a
green aluminum industry base with global influence, Yanshan Industrial Park
has accelerated the construction of Yunnan Green Aluminum Innovation
Industrial Park. With the aluminum alloy project with an annual output of 1.2
million tons of Shandong Innovation Group Co., Ltd. put into operation, a
series of supporting industries have settled in Yanshan, basically forming an
integrated green aluminum industry chain with orderly upstream and downstream
supporting connections, high industrial agglomeration, good circular economy
and outstanding processing capacity, which is expected to be built into a 100
billion scale green manufacturing industry demonstration base during the
"14th Five-Year Plan" period.
Investment
attraction can promote development. The project establishes a whole tracking
service mechanism from project negotiation to approval, from construction to
operation, and successively introduces Fortune Global 500 like Shandong
Weiqiao Pioneering Group Co., Ltd., and Top 500 Chinese Private Enterprises
like Shandong Innovation Group Co., Ltd. to settle in Yanshan. A total of 203
cooperative projects have been implemented, with funds in place of RMB 37.78
billion, and investment attraction has always been at the top of the
prefecture and the province.

Preferential Policies for Investment Attraction
of Yanshan County(Trial):
(1)
Preferential policies for plants in Yanshan Undertaking Industrial Transfer
Processing Zone that projects with an investment of less than RMB 50 million
can be directly settled in the workshop to reduce the land costs for
enterprises.
(2)
Projects with an investment of more than RMB 10 million and less than RMB 50
million shall be rewarded at 1% of the actual funds in place;
(3)
Projects with an investment of more than RMB 50 million and less than RMB 100
million shall be rewarded at 2% of the actual funds in place;
(4)
Projects with an investment of more than RMB 100 million and less than RMB
300 million shall be rewarded at 3% of the actual funds in place;
(5)
Projects with an investment of more than RMB 300 million will be awarded RMB
1 million.

1. Profit Model: The project obtains revenue from the external sales of intensive processing
products in the aluminum industry and the lease of production and operation
sites.
2. Economic Benefits: After the completion of Yunnan Green Aluminum
Innovation Industrial Park during the "14th Five-Year Plan" period,
it is expected that the output value will be more than RMB 150 billion,
18,000 job opportunities will be provided, and 10,000 job opportunities will
be created for the tertiary industry.

Relying on
the rich aluminum capacity of Yanshan County and Wenshan Prefecture, the
project carries out precise investment attraction in 3 comprehensive new
material industry clusters: Circum-Bohai Sea Region, Yangtze River Delta and
Pearl River Delta. Guangdong, Jiangsu, Shandong, Zhejiang, Hebei and Fujian
are preliminarily proposed as key investment attraction areas.
