本项目拟选址于昭阳工业园区龙海硅基新材料片区内,位于昭通市昭阳区小龙洞乡。 龙海硅基新材料片区(12.06平方公里),目前已被省政府批准为化工园区,主要发展有机硅中间体及硅油等硅基新材料产业集群。 |

1.项目定位:本项目紧紧围绕云南省重点培育“三张牌”,积极发展硅产业高端装备制造业,依托80万吨有机硅,主要建设建筑建材、电子电器、电力新能源、日化用品四大板块,延伸有机硅产业链,促进产业集群发展,打造“中国有机硅产业集群生产示范基地”。 2.功能区划:建筑建材、电子电器、电力新能源、日化用品。 3.建设内容: (1)建筑建材 结构材料生产区:包括门窗、金属、砖瓦、陶瓷、玻璃工程塑料、复合材料等; 装饰材料生产区:包括各种涂料、油漆、镀层、贴面、各色瓷砖、具有特殊效果的玻璃等。 (2)电子电器 声像电器、厨房电器、环境清洁用电器等的组件组装生产线。 (3)电力新能源 电缆、复合绝缘子及电力附件生产线 光伏电池片组件组装生产线 (4)日化用品 护肤品/化妆品生产区:护肤品、洗发/护发品、防晒霜、彩妆、止汗剂。 日用品生产区:光亮剂、防雾剂、防粘剂、衣物护理。 4.运营模式:企业自营 |

The project is proposed to be located in Jiucaihaizi Community, Xiaolongdong Township, Longhai Silicon-based New Material Area, Zhaoyang Industrial Park. Hoshine Silicon Industry Co., Ltd. has settled in the park with a planned investment of RMB 20 billion to build 800,000 tons of organic silicon monomer and siloxane downstream intensive processing project. It is planned to be completed and put into operation by the end of December 2025, and a large amount of silicon raw materials will flow into the market after the project is put into operation. Relying on the 800,000 tons of organic silicon products of Hoshine Silicon, the project mainly builds four major sections: building materials section, electronics and electrical appliances section, electric new energy section and daily chemical products section, with a focus on developing the downstream intensive processing industry chain of organic silicon and promoting the development of downstream industries of silicone oil, silicone rubber, silicone resin, silane coupling agents and silicon carbide. |

The project is proposed to be located in Longhai Silicon-based New Material Area of Zhaoyang Industrial Park, which is in Xiaolongdong Township, Zhaoyang District, Zhaotong City. Longhai Silicon-based New Material Area (12.06 km2) has been approved by the provincial government as a chemical industrial park, mainly developing silicon-based new material industrial clusters such as organic silicon intermediates and silicone oil. |

1. Project Positioning: The project focuses on the key cultivation of "three cards" in Yunnan Province, actively developing high-end equipment manufacturing industry of silicon industry. Relying on 800,000 tons of organic silicon, the project mainly constructs four major sections of building materials, electronics and electrical appliances, electric new energy, and daily chemical products, extend the organic silicon industry chain, promote the development of industrial cluster, and create "China organic silicon industry cluster production demonstration base". 2. Functional Zoning: building materials, electronics and electrical appliances, electric new energy, and daily chemical products. 3. 1. Mineral Resources Zhaotong has large reserves of lead, zinc, silicon ore and coal resources, with 33 kinds of known mineral resources and 22 kinds of proven reserves in the territory. The proven reserve of lead and zinc is 1.57 million tons and the predicted reserve is more than 10 million tons. The total coal reserve is 19 billion tons and the predicted pyrite reserve is 1.4 billion tons, which is one of the five major mining areas in China. The preliminarily proven reserve of silica is 17.7 billion tons. 2. Organic Silicon Resources After the completion of the hydropower silicon circular economy project with a capacity of 800,000 tons/year of industrial silicon and organic silicon, there will be a large amount of silicon raw materials flowing into the market, which can provide abundant organic silicon raw materials for this project. 3. Land resources Zhaotong City covers an area of 23,021 km2 and Zhaoyang Industrial Park covers a planned area of 29.68 km2, of which Longhai Silicon-based New Material Area covers an area of 12.06 km2 with a wide area and rich land resources. During the "13th Five-Year Plan" period, the city has revitalized 4,597 mu of industrial land. 4. I. Geographical Location Zhaotong City is a prefecture-level city under the jurisdiction of Yunnan Province, which is located in the northeastern part of Yunnan Province; it is in the hinterland of the Wumeng Mountain area, the border of Yunnan, Guizhou and Sichuan, along the lower reaches of Jinsha River, and situated in the transition zone from Sichuan Basin uplifting to Yunnan-Guizhou Plateau; it is adjacent to Bijie City in Guizhou Province on the east, Qujing City in Yunnan Province on the south, Liangshan Yi Autonomous Prefecture in Sichuan Province on the west with Jinsha River as the boundary, and Yibin City in Sichuan Province on the north with the Jinsha River as the boundary. II. Economic Location Zhaotong City, located in the economic and social convergence zone of Kunming, Chengdu, Guiyang and Chongqing and other central cities and has been known as “the lock of South Yunnan and the throat of West Shu (nowadays Sichuan)”; it is located in the hinterland of "Panxi-Lupanshui Economic Development Zone" and is the north gate of Yunnan Province and the economic and cultural intersection of Yunnan Province, Sichuan Province and Guizhou Province; it is an important channel connecting Yunnan to Yangtze River Economic Belt and Chengdu-Chongqing Economic Zone; it is also a two-way corridor from China mainland to South and Southeast Asia and from Yunnan Province to the mainland. Railways Zhaotong Railway Station, located in Xiaolongdong Hui and Yi Township, Zhaoyang District, Zhaotong City, Yunnan Province. Planning and construction: Zhaotong-Panzhihua Railway. Design target speed of more than 200 km/h, while taking into account the standards of passenger and freight transport. The preliminary planning work has been launched and the project has been included in the national "14th Five-Year Plan" for Railway Development Plan. 3. Airport Zhaotong Airport is located in the eastern part of Zhaotong Plain on the south bank of Jinsha River, and is the "civilized airport" in southwest China, with flights to Kunming, Beijing, Guiyang, Chongqing, Chengdu and other cities. IV. Project Site 1. Location The project site is proposed to be located at Jiucaihaizi Community, Xiaolongdong Hui and Yi Township in the east of Zhaoyang District, Zhaotong City, which is 10.3 km from Zhaotong City. 2. Traffic Conditions The project site, Xiaolongdong Township in Zhaoyang District, is convenient for transportation for it has a road from Dalongdong to Xiaolongdong (via Zhaotong Railway Station); and Dongmei Road (Zhaotong to Xiaolongdong) is a special line for coal mines and is settled at Zhaotong Railway Station. |
