结合临沧市昔归小镇建设,抓住墨临高速出入口和澜沧江景观大桥建设带来的发展机遇,项目通过全面的优劣势分析与科学的规划引导,对鲍家组胶林、秀山村街道、秀水沙滩、热水塘温泉及四十八道湾五个核心区进行功能、空间、设施及环境景观的全面安排。提出环境风貌提质改造措施,配套完善旅游服务设施,营造特色景观文化节点,全面开发澜沧江滨江旅游亲水项目,着力打造旅游文化服务中心、半山森林酒店、星空温泉疗养中心、河漫草原自驾露营基地。并对澜沧江右岸10公里滨江带的生态化、景观化、人文化格局进行统筹优化,营造独居魅力的整体滨江环境风貌。通过全面完善滨江空间、功能、配套服务设施及环境景观风貌,促进山水景观互动、人文生态相亲、建筑环境和谐、产业风貌合宜,实现秀山丽水、奇趣胶园、茶旅驿站的建设发展目标。项目的建设将积极融入普洱市建设国际生态旅游胜地大局与临沧市临翔区昔归一江两市两岸共同发展部署,通过“一路一江”串联起振太镇秀山昔归三地的文化旅游资源,实现两岸资源交互,整同存异,推动一江两岸经济社会协同发展。

1.产业政策

1中央一号文件2004年至2021年,中共中央连续十八年发布以三农(农业、农村、农民)为主题的中央一号文件,强调了三农问题在中国社会主义现代化时期重中之重的地位。推进乡村振兴,要注重乡村产业经济发展,一条重要路径就是大力发展乡村旅游。乡村旅游经济是一种复合型经济,具有助推农业转型发展、增加乡村发展人气等多重优势,是实施乡村振兴战略中的重要抓手。

2)《云南省人民政府办公厅关于促进全域旅游发展的实施意见》(云政办发[2018]71号)明确大力发展乡村旅游。创建一批旅游名村——优选一批旅游资源禀赋高、交通便捷、公共服务设施较为完善的自然村,突出乡村观光体验、休闲度假功能,加快旅游名村创建;建设一批花田(农业)旅游示范基地——借鉴国际花田(农业)旅游发展经验和做法,积极推进农旅融合,建设一批乡村营地、乡村公园、艺术村、文化创意农园、农家乐、研学旅游基地等。

1)项目选址:镇沅县振太镇秀山村。

2)前期工作:项目已成立专班工作组,规划区域不涉及“三条红线”,基础设施由政府专债进行前期建设,为后期招商引资奠定良好条件。

4.建设内容

1)发展思路:一江两岸一盘棋谋划、差异化互补,交通互联、景观互补、游客互享。

两岸资源整同存异,突出特色,错位发展。借力昔归茶产业,充分挖掘秀山自然休闲特色,将“秀山的美”与“昔归的茶”进行品牌打包,同时在户外、美食、住宿等业态上进行互补,共同打造最有发展潜力的澜沧江沿岸休闲旅游度假区。

2)建设内容:

核心区01——鲍家村组

此区域紧扣“滨水休闲”“森林度假”两个主题,布局半山酒店(森林木屋)、特色民居客栈,令游客感受“推窗见江”的高品质住宿体验;同时建设森林游步道、森林小品景观等可提成整个区域环境的配套设施。

核心区02——秀山村集镇

此区域充分发挥度假区中心功能,主要建设游客服务中心、停车场、美食街等硬件配套,同时对集镇街道进行美化提升、秀山码头进行服务安全功能提升,规范渡船管理,对游船线路进行合理规划。

核心区03——秀水沙滩

此区域紧扣“亲水运动”主题,根据澜沧江水位变化规划皮划艇、水上摩托、机动橡皮艇、水上飞轮、橡胶船、水上蹦床、游艇等水上运动,将其打造成为有名的户外水上运动天堂。

核心区04——热水塘温泉

此区域可将“野奢温泉”作为开发主题,布局星空泡池、河谷酒店、稻田咖啡厅等具有一定品质感、自然感的功能业态,作为整个度假区的康养中心。

核心区05——四十八道河

充分利用澜沧江水位变化所带来的大片滩涂草地这一稀缺资源条件,着力打造星空帐篷、房车营地、营地影院等充满野趣适合家庭、朋友聚会的周末胜地;同时可联动“澜沧江啤酒”打造啤酒节,利用短视频的传播性,将此区域打造为网红旅游点,单点引爆,带动整个区域发展。

51日至5日,普洱市共接待旅游者57.11万人次,同比增长60.24%,相比2019年增长40.74%。旅游收入3.4亿元,同比增长57%。其中,过夜旅游者21.28万人次,同比增长106.62%,相比2019年增长25.23%

同时,自驾游、乡村游、周边游成增长亮点。据悉,五一假期,进出全省自驾车达893.7万辆次,同比增长53%,其中红河、玉溪、昭通、昆明、丽江自驾车辆次数超过70多万辆次,红河自驾车达191.7万辆次,昭通增幅达332%,成为新的增长点。目的地选择上,游客更多选择采摘基地、农家乐、生态农庄、公园湿地和山岳湖泊。

(1)   普洱旅游资源丰富,是名副其实的“天然氧吧”“春城中的春城”,是中国乃至世界生态环境最好的地区之一。

北回归线荒漠带上少有的绿洲,被联合国环境署称为“世界的天堂,天堂的世界”;

环境空气优良率 99.7% ,每立方厘米负氧离子含量高达1万以上;

生物多样性丰富,普洱森林覆盖率68.7%,高于全国47.1个百分点,是全球仅次于亚马逊河的第二大热带雨林。是全国生物多样性最丰富的地区之一,森林生态服务系统服务功能总价值排名云南省第一名。

(2)   镇沅县人文历史、自然景观、民族风情、茶源文化、田园风光相得益彰,是特色旅游资源“富集地”和高端旅游开发“处女地”。

镇沅地处云贵高原的哀牢山和无量山中部,与河流相间,构成镇沅北高南低的“五谷五岭”地貌轮廓。最高海拔在3137.6米,最低海拔为774米,年平均气温在18.5℃,属南亚热带季风气候。大自然的造化使得镇沅山高谷深,林海浩瀚。

镇沅县境内有自然保护区2个,在哀牢山国家级自然保护区的千家寨原始森林中,生长着2700多年的野生古茶树,镇沅被誉为世界野生茶树王之乡。镇沅是植物的王国、动物的天堂,有红豆杉、长蕊木兰等稀世保护植物1800多种,分布着野生古茶树群落面积5.2万亩;有黑冠长臂猿、绿孔雀等珍奇保护动物800多种,是全国画鹛鸟栖息种类最多的保护区之一。哀牢山千家寨境内的森林中负氧离子浓度达20000~30000/立方厘米(世界卫生组织规定,清新空气的负氧离子标准浓度为不低于10001500/立方厘米),是名副其实的天然大氧吧。

镇沅茶文化具有独特的韵味,茶文化与大自然水乳交融,相得益彰。由于是众多民族聚居县,各族群众生产、生活无不与茶有着密切联系,茶与各民族群众融为一体,各族群众的生活离不开茶,形成了自己独特的品茶人生道。嚼几叶鲜茶,回味青茶的清香,享受劳动的甘甜。以茶为礼,传递各民族古朴而善良的人间真情。以茶敬人,尽表各民族热情好客之心。在茶的饮用方面,具有各民族浓郁传统的烤香茶、火笼茶、苦聪人的土锅茶、鲜叶竹筒汤茶、别具风味的咀嚼生茶、糖茶、“祭祀”茶、糊米糖松茶,还有清沏茶。镇沅茶文化源远流长,茶叶远销国内外,从而形成了境内以把边江为主的两纵和穿越哀牢山一横的古今闻名的茶马古驿道。

3.配套条件

项目有五个核心区,每个核心区的基础不一样,项目将采取“整体谋划、分步建设、单点引爆、逐步积累”的方式进行开发,保证项目可投、可落地。

第一级开发——秀水沙滩。此区域地势平坦,沙滩延伸至澜沧江,亲水性最好,开发难度较小,是聚集人气、开展周末游的最好切入点。

第二级开发——四十八道河。此区域资源条件与周围相比较为稀缺,根据澜沧江的水位变化,可配合节假日活动营销吸引周边游客,打造“网红景点”,是让整个区域区别于其他旅游区且快速出圈的切入点。

第三级开发——秀山村街道。作为整个旅游区的中心,此区域最重要的是做好游客安全集散,在完成前期基础设施及游客步道的建设后,可尽可能地发动居民为游客提供当地特色美食,打造美食一条街,此区域建议随着整个度假区的发展而逐渐优化。

第四级开发——鲍家组胶林。基于优越的位置条件,此区域是打造半山酒店、特色民宿的较优选择,也是延长游客停留时间、避寒度假的重要承载区域。

第五级开发——热水塘温泉。此区域因与澜沧江有一定距离,功能联动性上与前面几个区域容易产生断层,建议在整个度假区成熟后逐渐开发;虽然温泉区域开发不易,但却是提升当地旅游品质,吸引高端游客的重要路径。

4.区位交通

墨临高速通车后,临沧至秀山仅需40分钟,进一步促进了“一江两岸”的资源、客源共荣发展。

1)澜沧江沿岸秀山休闲旅游度假区地理区位:云南省镇沅县西部,澜沧江左岸,与临沧市临翔区的“昔归国际茶文化特色小镇”隔岸相望。

2)墨临高速于20211月正式建成通车,极大地缩短了滇西旅游南环线上墨江至临沧的东西线各主要节点的时间距离,抓住机遇,发挥资源优势,振太镇秀山村将从闭塞的江边小村重新被世人发现。

3)区域性的水陆空立体化交通体系逐渐成型,客源保障体系逐渐完善。

——高速公路,一横四纵:墨临高速、振景高速、普大高速等形成的“北上南下,东西贯穿”的快捷通道对接了立体多远交通的出口,为自驾游提供了便捷基础。

——码头建设提升水路联动:秀山码头的修建贯通了水运联动的交通方式。

——航空收益于双机场辐射:勐大、临沧机场将为秀山旅游吸引更多高端客户,为休闲度假游发展奠定基础。

——铁路延伸至环线旅游通道:大临铁路、玉磨铁路扩大与延长了客流进入片区的多种可能性。

1.营商环境优化

《云南省人民政府办公厅关于印发〈云南省进一步优化营商环境更好服务市场主体28条措施〉的通知》(云政办发〔202060号):从6大方面28条举措加快打造“办事不求人、审批不见面、最多跑一次”和“全程服务有保障”的市场化法治化国际化营商环境。

《云南省市场监管领域持续优化营商环境2021年行动方案》(云市监发〔20212号): 从企业实际需求出发,提出8个方面20条具体措施,补短板、堵漏洞、强弱项、促提升,着力破解企业面临的“痛点”“堵点”“难点”问题,进一步激发市场活力和社会创造力,打造市场化、法治化、国际化一流营商环境。

2.//区县/园区等企业投资可享受的各级财税优惠政策

1)《普洱市鼓励外来投资若干政策(试行)》(普政发〔201650号)——

土地优惠政策。投资规模1亿元以上的旅游景区建设、信息化产业项目用地,外来投资企业依法取得土地,建成投产后,参照企业缴纳的土地出让金,按50%的比例以扶持产业发展方式分3年扶持企业。

2)《普洱市“健康生活目的地牌”鼓励企业投资奖励办法》(普招商委发〔20201号)——

奖补标准。企业在普洱市投资的休闲、度假、康养、文旅等项目已经开工建设、符合规定的,由企业自愿提出奖补申请,经审核同意后,按企业已完成的新增投资额给予最高不超过5%的奖补。

In combination with the construction of Xigui Town in Lincang City and the development opportunities brought by the construction of Mojiang-Lincang Expressway Entrance and Exit and Lancang River Landscape Bridge, and through comprehensive analysis of advantages and disadvantages and scientific planning and guidance, the project makes comprehensive arrangements for the functions, spaces, facilities and environmental landscape of the five core areas of Baojia Group rubber forest, Xiushan Village Sub-district, Xiushui Beach, Reshuitang Hot Spring and Sishibadaowan. The project proposes improvement and reconstruction measures for the environmental landscape, improvement of supporting tourism service facilities, establishment of characteristic landscape culture nodes, and comprehensive development of Lancang River Riverside Tourism Water-loving Project, with a focus on the establishment of Tourism Culture Service Center, Mid-level Forest Hotel, Starry Hot Spring Rehabilitation Center, and Heman Grassland Self-driving Camp. In addition, the ecological, landscape and cultural pattern of the 10km riverside zone on the right bank of Lancang River will be optimized in an overall way to create an overall riverside environmental landscape with unique charm. Through the comprehensive improvement of riverside space, functions, supporting service facilities and environmental landscape, the project will promote landscape interaction, and the relations between culture and ecology, architecture and environment, industry and landscape, so as to achieve the construction and development goals of "beautiful landscape, amusing rubber manor and tea tourism station". The construction of the project will actively integrate into the overall situation of constructing Pu'er City into an International Eco-tourism Destination and the "one river and two cities" common development and deployment between the two banks of Xigui, Linxiang District, Lincang City. The cultural and tourism resources of Zhentai Town-Xiushan-Xigui will be linked together through the "one road and one river" to realize the interaction of resources on both banks and promote the synergistic development of economy and society on both banks on condition that seeking common ground while reserving differences.

Project Implementation Background

1. Industrial Policies

(1) No. 1 Central Document. From 2004 to 2021, the Central Committee of the Communist Party of China has issued the No. 1 Central Document with the theme of "agriculture, rural areas and farmers" for 18 consecutive years, emphasizing the status of "agriculture, rural areas and farmers" as the "top priority" in the period of China's socialist modernization. Rural revitalization should be promoted and attention should be paid to the development of rural industrial economy. An important way is to vigorously develop rural tourism. Rural tourism economy is a compound economy, which has multiple advantages such as boosting agricultural transformation and increasing rural development popularity, and is a significant part for implementing rural revitalization strategy.

(2) Implementation Opinions of the General Office of the People's Government of Yunnan Province on Promoting the Development of All-for-one Tourism (YZBF [2018] No. 71) clearly stated that rural tourism should be vigorously developed. It is suggested to create a number of famous tourist villages - select a number of natural villages with abundant tourism resources, convenient transportation and perfect public service facilities, highlight the functions of rural sightseeing experience and leisure vacation, and speed up the creation of famous tourist villages; Build a number of flower field (agricultural) tourism demonstration bases-learn from the experience and practice of international flower field (agricultural) tourism development, actively promote the integration of agriculture and tourism, and build a number of rural camps, rural parks, art villages, cultural and creative agricultural parks, farmhouses, research and study tourism bases, etc.

(2) Preliminary Work: A dedicated working group has been established for the project, and the planning area does not involve "three red lines". The infrastructure is constructed by special government bonds in the preliminary stage, laying good conditions for investment attraction in the later stage.

4. Project Content

(1) Development Strategy: Common development strategy for "one river and two banks", with differentiated complementation, transportation interconnection, landscape complementation and shared tourist source.

The resources on the both banks will be developed on condition that seeking common ground while reserving differences, with respective features and staggered development. Taking advantage of the tea industry in Xigui, the natural leisure characteristics of Xiushan will be fully explored, and the brands of "Beauty of Xiushan" and "Tea of Xigui" will be linked together. Meanwhile, the project will complement the both banks in outdoor, food, accommodation and other business forms to jointly establish the most potential leisure tourism resort along Lancang River.

(2) Project Content:

Core Area 01——Baojia Village Group

Centering on the themes of "waterfront leisure" and "forest resort", the area is equipped with hillside hotels (forest chalets) and characteristic residential inns to provide visitors with high-quality accommodation experience of "living by the river". At the same time, the construction of forest walkways, forest ornaments and other supporting facilities can improve the environment in the whole area.

Core Area 02——Xiushan Village Market Town

This area gives full play to the central function of the resort, with key construction points of supporting facilities such as tourist service center, parking lot, food street, etc. At the same time, the market town streets will be landscaped and upgraded, the service safety function of Xiushan wharf will be improved to realize standardized ferry management and reasonable planning of cruise route.

Core Area 03——Xiushui Beach

Centering on the theme of "water-loving sports", and according to the water level change of Lancang River, this area will be built into a well-known outdoor water sports paradise, including kayaking, water motorcycle, motorized rubber boat, water flywheel, rubber boat, water trampoline, yacht, etc.

Core Area 04——Reshuitang Hot Spring

This area can center on the development theme of "wild and luxury hot springs", and functions with certain quality and natural sense such as starry pools, valley hotels and rice field cafes can be arranged as the Wellness Center of the resort.

Core Area 05——Sishibadaohe

Making full use of the scarce resources of large intertidal zone and grassland brought by the water level change of Lancang River, this area can focus on the construction of weekend destinations full of wild fun for families and friends, such as starry tents, RV camps and camp theaters; At the same time, beer festivals can be held in cooperation with "Lancang River Beer". And with the help of short videos, this area can be built into an internet-famous tourist attraction to drive the development of the whole region.

1. Industrial Basis

From May 1 to May 5, Pu'er received 571,100 tourists, up 60.24% year on year, up 40.74% from 2019. The tourism revenue was RMB 340 million, up 57% year on year. Among them, the number of overnight tourists was 212,800, up 106.62% year on year, up 25.23% from 2019.

At the same time, self-driving tour, rural tour and short-distance tour have become highlights of growth. It is reported that during the May Day holiday, the number of self-driving vehicles entering and leaving the province reached 8.937 million, with a year-on-year increase of 53%, among which the number of self-driving vehicles in Honghe, Yuxi, Zhaotong, Kunming and Lijiang exceeded 700,000. The number of self-driving vehicles in Honghe reached 1.917 million, and the growth rate in Zhaotong reached 332%, making it a new growth point. In terms of destination selection, more tourists tend to choose picking bases, farmhouses, ecological farms, park wetlands and mountains and lakes.

2. Resource Advantages

(1) Pu'er is rich in tourism resources and deserves the name of "natural oxygen bar" and "spring city in spring city". Pu'er is one of the regions with the best ecological environment in China and even the world.

The average annual temperature of Pu'er is 18-22 °C, without severe cold in winter and heat in summer;

It is a rare oasis along the Tropic of Cancer desert zone, which is called "the Paradise of the World, the World of Paradise" by the United Nations Environment Programme (UNEP);

The good rate of ambient air is 99.7%, with a negative oxygen ion content of more than 10,000/cm³;

Pu'er is rich in biodiversity, with a forest coverage rate of 68.7%, 47.1% higher than that of China, and is the second largest tropical rainforest in the world after the Amazon River. It is one of the regions with the richest biodiversity in China and ranks first in Yunnan province in terms of the total value of forest ecosystem services.

(2) The cultural history, natural landscape, ethnic customs, "origin of tea" culture and countryside landscape of Zhenyuan County complement each other and are the "rich land" of characteristic tourism resources and the "virgin land" of high-end tourism development.

Zhenyuan County is located in the middle of Ailao Mountain and Wuliang Mountain in Yunnan-Guizhou Plateau, alternating with rivers, forming the geomorphic outline of "five valleys and five ridges" high in the north and low in the south. The highest altitude is 3137.6 m, the lowest altitude is 774 m, and the annual average temperature is 18.5 °C, is the southern subtropical monsoon climate. Nature gives high mountains, deep valleys and vast forests to Zhenyuan.

There are 2 nature reserves in Zhenyuan County. In Qianjiazhai primitive forest of Ailao Mountain National Nature Reserve, there are wild ancient tea trees growing for more than 2700 years, making Zhenyuan the hometown of the King of Wild Tea Tree in the world. Zhenyuan is the kingdom of plants and the paradise of animals. There are more than 1,800 rare protected plants such as Taxus chinensis and Alcimandra cathcardii, and the wild ancient tea tree community covers an area of 52,000 mu. There are more than 800 rare protected animals such as black crested gibbons and green peafowls, and it is one of the reserves with the most species of thrushes in China. The negative oxygen ion concentration in the forest in Qianjiazhai of Ailao Mountain reaches 20,000~30,000 ions/cm3(the standard concentration of negative oxygen ions in fresh air shall not be less than 1000-1500 ions/cm3 as stipulated by the World Health Organization), which is a natural oxygen bar in fact.

The Zhenyuan tea culture has a unique charm, and the tea culture blends with nature and complements each other. As a county where many ethnic groups live, the production and life of the people are closely related to tea. Tea is integrated with the people and their life, forming their own lifestyle for tea tasting. The people chew the fresh tea, taste the fragrance, enjoy the happiness of labor. Tea as the gift, they convey the simplicity and kindness. Tea as the toast, they welcome all. In terms of tea drinking, there are traditional roasted aroma tea, heating cage tea, Kucong People's earth pot tea, fresh leaf bamboo tea, unique chewing raw tea, sugar tea, "sacrificial" tea, roasted rice sugar pine tea, and light tea. Zhenyuan tea culture has a long history, and the tea is exported to both home and abroad, thus forming the famous ancient tea horse post roads, which are dominated by the Bianjiang River and runs through Ailao Mountain.

3. Supporting Conditions

The project has five core areas, and the foundation of each core area is different. The project will be developed in the way of "overall planning, step-by-step construction, single-point popularity, step-by-step accumulation" to ensure that the project is investable and implementable.

Level 1 Development——Xiushui Beach. This area is flat with a beach extending to the Lancang River, providing a perfect place for water-loving activities. It is less difficult to develop and is the best place to gather people and have weekend tour.

Level 2 Development——Sishibadaohe. The resource conditions in this area are relatively scarce compared with the surrounding areas. According to the water level change of Lancang River, it can attract the surrounding tourists and create an "internet-famous attractions" in cooperation with holiday activity marketing, which is the starting point for distinguishing this area from other tourist areas and becoming famous.

Level 3 Development——Xiushan Village Sub-district. As the center of the whole tourist area, it is most important to do a good job in the safe distribution of tourists. After completing the construction of the preliminary infrastructure and tourist walkways, the residents can be mobilized to provide local food for tourists, so as to create a food street. It is recommended that this area be gradually optimized with the development of the whole resort.

Level 4 Development——Baojia Group Rubber Forest. Based on superior location conditions, this area is the best choice for building hillside hotels and characteristic homestays, as well as an important area for extending the stay time of tourists and winter resort.

Level 5 Development——Reshuitang Hot Spring. Due to a certain distance from Lancang River, this area is prone to faults in functional linkage with the preceding areas, so it is recommended to gradually develop it after the whole resort is mature; Although it is not easy to develop the hot spring area, it is an important path to improve the quality of local tourism and attract high-end tourists.

4. Location and Transportation

After the opening of Mojiang-Lincang Expressway, it only takes 40 minutes from Lincang to Xiushan, which further promotes the co-prosperity of resources and tourists of "one river and two banks".

(1) Geographical location of Xiushan Leisure Tourism Resort along Lancang River: West of Zhenyuan County, Yunnan Province, the left bank of Lancang River, and "Xigui International Tea Culture Characteristic Town" of Linxiang District in Lincang City across the bank.

(2) The opening of Mojiang-Lincang Expressway in January 2021 has greatly shortened the temporal distance between the main nodes of the east-west line from Mojiang-Lincang on the South Ring of Great West Yunnan Tourist Ring. By seizing the opportunity and giving full play to the resource advantages, Xiushan Village of Zhentai Town will be rediscovered from an isolated riverside village.

(3) The regional three-dimensional transportation system of water, land and air is gradually matured and the passenger source assurance system is gradually improved.

——One horizontal and four longitudinal expressways: Mojiang-Lincang Expressway, Zhentai-Jinggu Expressway, Pu'er-Dali Expressway, etc. formed the "north-to-south, east-west" fast channels connecting the exits of the three-dimensional transportation system, providing a convenient foundation for self-driving travel.

——Wharf construction enhances waterway linkage: The construction of Xiushan Wharf connects the waterway transportation linkage.

——Aviation benefits from dual airport radiation: Mengda Airport and Lincang Airport will attract more high-end tourists for Xiushan tourism and lay the foundation for the development of leisure and vacation tour.

From June 10 to 11, 2021, Yunnan Provincial Committee of the Communist Party of China and the People's Government of Yunnan Province held an on-site meeting in Pu'er. Notice of the General Office of the People's Government of Yunnan Province on the Issuance of 28 Measures for Further Optimizing the Business Environment to Better Serve the Market Entities in Yunnan Province (YZBF [2020] No. 60): 28 measures are proposed in 6 aspects to accelerate the development of a market-oriented, law-based and international business environment of "handling affairs without asking for help, online approval, handling affairs by one visit only" and "guaranteed service throughout the whole process".

Action Plan for Continuously Optimizing the Business Environment of Yunnan Market Supervision in 2021 (YSJF [2021] No. 2): Based on the actual demands of enterprises, 20 specific measures are put forward in 8 aspects to strengthen weak links, close the loopholes, strengthen weakness areas, promote improvement, focus on solving the "pain points", "bottlenecks" and "difficulties" faced by enterprises; further stimulate market vitality and social creativity to create a market-oriented, law-based, and international first-class business environment.

2. Fiscal and tax preferential policies at all levels available to enterprises such as provincial/municipal/district/county/park investments

(1) Policies of Pu'er City for Encouraging Foreign Investment (Trial) (PZF [2016] No. 50) ——

Land Preferential Policy. Land for construction of tourist attractions and information industry projects with an investment scale of more than RMB 100 million, foreign-invested enterprises shall obtain land according to law. After the completion and commissioning, the enterprise shall be supported by 50% of the land transfer fees paid by the enterprise in the form of financial support for industrial development in 3 years.

Preferential Policies on Finance and Taxation. The income tax rate for enterprises investing in the "four major bases" and "four major new industries" in Pu'er City and those conforming to the Catalog of Encouraged Industries in Western Regions shall be reduced to 15%; For foreign-invested enterprises investing in the tourism, leisure and health resort industry, characteristic biological industry, plateau characteristic agriculture, modern forestry, trade and logistics industry, green industry and information technology industry in Pu'er, with an investment scale of more than RMB 100 million, an investment intensity of not less than RMB 3 million per mu of construction land, more than 100 jobs and an annual output value of over RMB 100 million, within five years, the enterprise shall enjoy financial support according to 20% of the retained portion of the enterprise's annual tax payments to cities and counties (districts); Newly-built and introduced leisure resort or business hotels managed by well-known hotel management groups at home and abroad, with a commissioned management period of 3 years or more and an investment amount of RMB 300 million or more (excluding land investment) (the brand shall be confirmed in the Catalog for the Introduction of Famous Hotel Brands at Home and Abroad in Yunnan Province), a one-time reward of RMB 8 million will be awarded to such hotels after the completion and operation, and the city and county (district) finances will each bear 50%. (2) Pu'er Municipal "Healthy Life Destination Brand" Incentive Measures to Encourage Enterprise Investment (PZSWF (2020) No. 1) ——

Reward Standard. If the construction of leisure, resort, wellness, cultural tourism and other projects invested by the enterprise in Pu'er City has commenced and meets the regulations, the enterprise shall voluntarily submit an application for reward and subsidies, which shall be granted up to 5% according to the amount of new investment completed by the enterprise after review and approval.
