The project is proposed to be located in Yangjie Emerging Industrial Park, Jianshui County. Relying on the high-quality raw aluminum resources of Yunnan Yongxin Aluminum Co., Ltd., a new R&D and production construction project with an annual output of 3.2 million aluminum alloy automobile hubs and an annual output of 100,000 tons of aluminum foil will be built, the aluminum processing industrial chain will be extended. The project can develop the upstream and downstream supporting of the aluminum industry chain, accelerate the development of local aluminum industry, increase local employment, improve the income of local residents, and create "Yunnan aluminum products R&D and production demonstration base".

1. Project Site Overview

1. Project Site: The project is proposed to be located in Yangjie Emerging Industrial Park, which is the core area of Jianshui Industrial Park. The park is located in the north of Jianshui County, south to Carbon Plant, east to Peiyang Road, west to Yangchong Village, with a planned area of 15.27 km², a planned population of 40,000. The project focuses on the development of metallurgical intensive processing, fine chemical engineering and manufacturing industry.

2. Land Scale: The planned land area of the project is 300 mu for aluminum foil and hub respectively

3. Land Supply: Yangjie Emerging Industrial Park is divided into Phase I and Phase II for construction. The completed area of the park has achieved "seven accesses and one leveling", making it the only park in Honghe Hani and Yi Autonomous Prefecture with direct railway access and strong carrying capacity. At present, Phase I of the park has been completed, several enterprises have been settled, and there are remaining workshops; 1,000 mu land of Phase II has been planned and leveled.

1. Project Positioning: Relying on the high-quality raw aluminum resources of Yunnan Yongxin Aluminum Co., Ltd., the project takes Yangjie Emerging Industrial Park as the carrier to extend the aluminum processing industry chain, develop and produce aluminum alloy automobile hub and aluminum foil, which will form an aluminum industry development area in the southwest China centering on southern Yunnan, and create a Yunnan demonstration base for the R&D and production of aluminum products radiating to the southwest, and even to the whole country, South Asia and Southeast Asia.

2. Functional Zoning: Based on the existing aluminum alloy production capacity of Yangjie Industrial Park, the project mainly introduces aluminum foil and aluminum hub intensive processing enterprises, and constructs two production zones: aluminum alloy automobile hub production zone and aluminum foil R&D production zone.

3. Project Content

(1) Aluminum Alloy Automobile Hub Production Zone

The production site of this zone is close to Yunnan Yongxin Aluminum Co., Ltd., which allows adding alloy elements to electrolytic aluminum to produce aluminum alloy liquid directly in the project casting workshop in accordance with the requirements of aluminum hub production.

The site mainly constructs aluminum raw material storage room, synthetic aluminum alloy production workshop, automobile hub casting workshop, finished product storage workshop, etc.

(2) Aluminum Foil R&D and Production Zone

150,000 tons of alloy 1XXX, 3XXX, 5XXX, 6XXX, 8XXX and other series of alloys for aluminum foil already produced by Xiamen Xiashun are used as raw materials for production in this zone.

The zone is mainly designed following the production process of "electrolytic aluminum-slab ingot-blanks-aluminum foil" to develop and produce aluminum foil. It mainly involves aluminum foil production line, raw material reserve zone, product R&D zone, office zone, quality inspection zone, living zone, logistics and warehousing zone, etc.

1. Upstream Supporting: Jianshui is rich in aluminum and electricity resources, with capable of producing 300,000 tons/year of electrolytic aluminum. The new electrolytic aluminum project with an annual capacity of 500,000 tons is progressing smoothly, and the aluminum water resources will reach 800,000 tons after it is completed and put into operation with good quality and low transportation cost, which can ensure sufficient supply of main raw materials and auxiliary materials for hub and aluminum foil production projects.

A number of key projects such as Aluminum Corporation of China green aluminum project with a capacity of 500,000 tons and Huazhiyuan glove project with an annual output of 10 billion have been implemented, and projects such as aluminum alloy for steelmaking project with an annual output of 25,000 tons and 600,000 tons of carbon anode project Phase II have been steadily promoted. The total industrial output value was RMB 12.11 billion, increased by 16.5% from last year, and the growth rate of industrial added value above designated size reached 12%.

Jianshui is located in a low latitude area, with the Tropic of Cancer crossing the southern border, resulting in long sunshine duration, long frost-free period and high effective accumulated temperature, making it belong to southern subtropical monsoon climate zone. Influenced by seasonal and topographic changes, Jianshui presents a three-dimensional climate with hot and rainy in summer while mild and has little rain in winter.

2. Water Resources

Jianshui is rich in water resources, as the main rivers such as Lujiang River, Qujiang River, Tachong River, Nanzhuang River belong to the Nanpan River system, while the Batou River, Malang River, Longcha River belong to the Red River system.

3. Mineral Resources

Jianshui is abundant in mineral resources, and there are more than 20 kinds of mineral resources such as manganese, iron, copper, lead and zinc in the county, of which manganese reserve ranks second in Yunnan , lead and zinc reserves rank fourth, making Jianshui one of the main places of origin of discharge manganese in China.

I. Geographical Location

Jianshui enjoys a very convenient location. It is located in the south of Yunnan Province and on the north bank of the middle reaches of the Red River. It is adjacent to Mile City, Kaiyuan City and Gejiu City in the east, Yuanyang County in the south via the Red River, Shiping County in the west, and Tonghai County and Huaning County in the north. It is 220 km away from the provincial capital Kunming, 80 km away from the state capital Mengzi and Honghe Airport, and 250 km away from Hekou, the China-Vietnam border port.

II. Economic Location

Jianshui is the National Class I port, and the forefront gateway facing Southeast Asia. To the west, it interacts with Bangladesh-China-India-Myanmar Economic Development Belt; to the south, it passes through Kunming-Hanoi-Haiphong Economic Corridor and extends to ASEAN; to the north, it dovetails with the Central Yunnan Economic Zone and extends to Chengdu-Chongqing Economic Zone.

IV. Project Site

Yangjie Emerging Industrial Park is located in the northeast of Jianshui County, which is 14 km away from the county town. There are 3 expressway entrances near the park, i.e. Jianshui, Yangjie and Zhuangzihe (under construction). 15 roads of about 50.34 km have been completed in the park, forming an accessible traffic network with Industrial Avenue and Light Industrial Avenue as the main roads and a reasonable layout of secondary main roads and branch roads. Moreover, a dedicated railway line with an annual throughput of 4.8 million tons has been completed in the park and connected to the East Line of Trans-Asian Railway. At present, the annual throughput is 1.2 million tons, which can be expanded as required to provide convenient railway capacity for enterprises in the park.

1. Production Operation Cost

1. Water Supply: The production water supply system of the park comes from the Mianyangchong Reservoir with a storage capacity of 27 million m³, with a maximum daily water supply capacity of 5,000 m³ and the current daily water supply of 500 m³; domestic water has been incorporated into the county water supply system, and the water plant with a daily water supply of 1,000 m³ has been put into operation. A sewage treatment plant with a daily treatment capacity of 4,000 m³ has begun construction, and a project with a daily treatment capacity of 500 m³ of domestic sewage has been put into operation.

2. Power Supply: The park is supplied by 500 kV Huili substation, 220 kV Lin'an substation, 110 kV Yangjie substation, 35 kV Nanzhuang substation with voltage classes of 500 kV, 220 kV, 110 kV, 35 kV and 10 kV, which can guarantee sufficient power supply.

3. Gas Supply: The daily gas supply capacity of the park is 160,000 m³, and the annual gas supply capacity of China-Myanmar (Yuxi-Jianshui-Mengzi) Natural Gas Pipeline reaches 490 million m³. After the completion and commissioning of the pipeline, the gas supply capacity can be guaranteed by increasing pressure, expanding the pipeline and building new gas supply lines.

4. Labor Force: Contractual education programs can be undertaken for technical workers. The average price for ordinary labor is RMB 100/day, while the regular staff is RMB 2,000-3,000/month.

Land Preferential Policy: For projects in the park with a plot ratio of 0.8 or more, investment intensity of RMB 2 million/mu or more, the output of RMB 4 million/mu/ year or more, the policy preferential land price of RMB 150,000/mu will be given; for projects with high comprehensive benefits, a "one case, one meeting" policy will be adopted to negotiate the land supply.

Aluminum processing industry refers to the processing and production of aluminum ingots, which is divided into two categories according to different production processes, namely, wrought aluminum alloy processing and cast aluminum alloy processing. Wrought aluminum alloy processing is divided into rolling and extrusion according to different processes, among which, rolling products such as aluminum plate, aluminum strip and aluminum foil are widely used in various fields of national economy, while extrusion products as aluminum profiles are mainly used in construction field.
