Project Overview

Taking advantage of characteristic biological resources such as tea, coffee and fruit and border trade in Lancang County and its surrounding areas, the project will focus on the production and processing, sales exhibition and trade, warehousing and logistics of tea, coffee, nuts, mangoes, bamboo shoots and other characteristic products to actively introduce and promote advanced technologies and mechanical equipment, produce high-end snack food, and adjust the product structure. It will apply the brand strategy to build independent brands, and constantly improve the production and processing of tea and coffee and the value of agricultural and sideline products in the "three border counties", creating well-known green snack food brands with regional characteristics.

Construction Scale: Adopting the model of "Park within Park", the project integrates superior resources to build a green snack food processing industrial park with regional characteristics, which mainly focuses on best-selling foods such as tea and coffee drinks, characteristic preserved fruit, candies, chocolate, candied fruit, puffed food, roasted seeds and nuts, and marinated snacks. The project will have five functional areas, including the raw material warehouse center, the green snake food R&D center, the green snake food processing area, the marketing and sales exhibition area (online live streaming, e-commerce customer service, etc.), and the industrial area related to the processing of agricultural and sideline products.

Supporting Conditions

1. Lancang County has mild climate conditions suitable for crop growth.

With "five mountains and six rivers", the county features large elevation differences and an obvious three-dimensional vertical climate. It has an annual average temperature of 20.1, an annual rainfall of 1551.8 mm and an annual sunshine duration of 2412.8 hours. It enjoys a subtropical monsoon climate with ample rainfall and shine, without severe coldness in winter or scorching heat in summer. This climate features distinct dry and rainy seasons. With high temperature and sufficient heat, it is suitable for the growth of cash crops such as sugarcane, tea, rubber, coffee, herbs south to the Yangtze River and fruit.

2. Abundant agricultural products lead to a steady income increase year by year.

Lancang County has 46,500 mu of tea gardens with organic certification, 294,900 mu of sugarcane plantations with an output of more than 1 million tons, 5 million mu of ecological coffee plantations, and 160,000 mu of biological drug plantations.In terms of the characteristic economic forest industry,the county has a total development area of 255,700 mu, including 126,000 mu of macadamia nuts with 5,000 mu in production, 86,000 mu of walnuts with 15,000 mu in production, 25,000 mu of late-ripening mangoes with 20,000 mu in production, 8,700 mu of chestnut with 8,700 mu in production, 10,000 mu of Camellia with 6,000 mu in production, and 10,000 mu of planted Docynia delavayi with 5,000 mu in production.In terms of the forest food industry,there are mainly Yunnan shoot-production square bamboo forests and wild edible fungus forests, including 120,000 mu of Yunnan square bamboo (thorn bamboo) forests with a total output of 24,000 tons of fresh bamboo shoots (200 kg per mu) and an output value of RMB 120 million.

3. Lancang County has a certain foundation for agricultural products processing, with many highlights in brand building.

It has cultivated 63 leading enterprises in agricultural products processing, 586 farmers' cooperatives and 24 certified "Three-products and One-standard" enterprises. Lancang Ancient Tea has been appraised as a national leading enterprise, winning the title of Top 100 Chinese Tea Enterprises and championship of the World Tea Gold Awards. Eight enterprises, including Payan Cold Tea Farmers' Cooperative, have obtained geographical indications for Pu'er tea.

4. The county has formed an initial traffic pattern, with increased market influence.

Lancang is located in the west of Pu'er, bordering Menglian County and Ximeng County in the west. The three counties form a triangle, namely Pu'er Green Delta, serving as the main industrial district in Pu'er Green Economy Pilot Zone. Lancang is the "development pole of Pu'er industry", "central city" and "leader" in the district.

Investment Estimate: The project investment mainly includes land purchase, main work construction of functional areas, and construction of supporting infrastructure. The total investment is estimated to be about RMB 120 million.

Preferential Policies Applicable

The project enjoys preferential policies at the national, provincial, municipal and county levels.

Policies of Pu'er City for Encouraging Foreign Investment (Trial) (PZF[2016] No.50):

1. Preferential financial and taxation policies: The income tax rate for enterprises investing in the "four major bases" and "four major new industries" in Pu'er City and those conforming to the Catalog of Encouraged Industries in Western Regions shall be reduced to 15%. If a foreign enterprise invests in the tourism, leisure and health resort industry, special biological industry, highland agriculture, modern forestry, trade and logistics industry, green industry and information technology industry in Pu'er, with an investment scale of more than RMB 100 million, an investment intensity of not less than RMB 3 million per mu of construction land, more than 100 jobs and an annual output value of over RMB 100 million, within five years, it will enjoy financial support according to 20% of the retained portion of the enterprise's annual tax payments to cities and counties (districts).

2. The "One case, one meeting" Principle: For qualified foreign investment projects, in addition to the preferential policies for investment attraction, the "one case, one meeting" principle is also applicable.

Market Prediction (Analysis)

In 2015-2018, the average annual compound growth rate of the snack food industry in China reached 12.3%, and the scale of the snack food market in 2018 already exceeded RMB 1 trillion. China National Food Industry Association expected the scale of the snack industry in China was already nearly RMB 2 trillion in 2019. No matter which statistical caliber is adopted, the scale of China's snack food industry is already above RMB one trillion. As optional consumer goods, snack food is favored by more and more people with the gradual upgrading of consumption structure and the improvement of disposable income of residents in China. So the industry has a huge growth space. Good taste has become the most considered factor for consumers to buy snack food, accounting for 79.8%, followed by food quality and brands, accounting for 65.7% and 58% respectively.

Profit Model and Preliminary Benefit Analysis

Benefits will be gained from tea and coffee drinks, featured preserved fruits, candies, puffed food, roasted seeds and nuts, marinated food, and value-added services. As estimated, the project will achieve an annual main business income of RMB 36.67 million, with an investment payback period of about 4 years.

Risk Analysis

The project risk mainly comes from the change in market demand. Enterprises should grasp the market dynamics in time and produce best-selling snack food.
