Project Overview

Relying on the market vitality of the Yunnan Pilot Free Trade Zone and the superior traffic location and sound infrastructural facilities in Malong District, Qujing City, it aims to build a research, manufacturing and marketing system in the medical instruments industry focusing on the upstream and downstream of the industry and pursuing differentiated development. With medical instruments as the principal business, it will also work on medical facilities, rehabilitation facilities and medical research. Based in Yunnan, covering the southwest, facing the whole country, and radiating South Asia and Southeast Asia, a medical instruments emergency industrial park at provincial level will be built integrating R&D, incubation, manufacturing, logistics and warehouse.

Content

Standard plants will be built for the manufacturing, processing and packaging of medical instruments. A logistics warehouse center will also be built for the storage of medical instruments. It replaces the traditional manual management with the "Internet +" management model, which allows the center to make intelligent storage and have a clear understanding of the loading and unloading of materials and the storage situation, thereby improving management efficiency. Moreover, a business incubation platform will provide small and medium-sized technology companies with incubation services in the Malong Industrial Park so as to accelerate their growth and facilitate the commercialization of scientific and research findings, thus giving full play to its role of enhancing the science and technology environment in the region and developing new economic growth drivers in Malong District. The R&D center is used for the research, development and experiments of medical instruments and related technologies, as well as the fundamental research, product application research, high-tech research, and the display of corporate culture, R&D results and medical-related products in the park. It is the spot where visitors could have a direct understanding of detailed aspects of medical instruments. Comprehensive service area include the office area, business reception, management center, parking lot, staff dormitory and catering area, as well as other supporting services of the park.

Supporting Conditions

The project site is 65 kilometers from Kunming and 56 kilometers from Kunming Changshui International Airport. Qujing is located in the central area of the region made up of Yunnan, Guizhou, Sichuan, Guangxi and Chongqing, and the overlapped area of China-ASEAN Free Trade Area, Pan-Pearl River Delta Regional Cooperation and the Southern Gui-Kun Economic Circle of Western Development. Interconnected transportation could be realized in Malong District by railways, highways and airports. It is an important industrial base, the most convenient land channel and the main traffic artery for South Asia and Southeast Asia. There are 3 Grade-A hospitals in the central city of Qujing and 2 Grade-A hospitals in Malong. The First People's Hospital of Qujing has launched a branch in Malong, which will be soon under construction.

Preferential Policies Applicable

The Notice on Adjusting the Relevant Catalogue of Import Tax Policies for Major Technical Instruments that came into effect on January 1, 2020 states that the tariff and value-added tax on imports will be exempted for medical instrument businesses when relevant imported components are needed for the manufacturing of digital medical imaging instruments, special instruments for biological engineering and special instruments for physical therapy.

Starting from 2020, RMB 3 billion will be allocated for three consecutive years to support the building of the public health system. Construction of the national level medical center in Kunming and four provincial-level regional medical centers in southern Yunnan, northeastern Yunnan, western Yunnan and Qujing will be accelerated.

Market Prediction (Analysis)

The medical instrument industry is known as a sunrise industry, and it is an area where developed countries are competing with one another. Even though China is a late stater in this industry with an increase rate of 20% in the past three years, it is expected to gain a momentum of rapid growth with the support of national policies, technological development and industrial upgrading of medical instruments, thus realizing the vision of import substitution from the low-end market to the high-end market. Vascular interventional instruments and orthopedic implants have the highest market share domestically. However, it’s a small industry in southwestern China, which is still a blank in Yunnan province. As a result, Qujing is building an international plateau sports city, bringing huge market development space for the progress of orthopedic medical instruments and medical rehabilitation instruments.

Benefit Analysis

The manufacturing of medical instruments will not only meet the demands of the region, but also prevent the inflow of fake and inferior medical  products and secondary use of medical devices, which could harm the human body. At the same time, the project, when implemented, will enhance the pharmaceutical industry chain and provide employment to local residents.

Medical instrument companies in Yunnan are mainly engaged in the sales of instruments while there is few manufacturers. This gap could be filled with the launching of this project.
