Project Overview

As Yunnan Province takes the initiative in the implementation of the "Belt and Road Initiative", Pu'er City is positioned as an international sub-regional center city towards South Asia and Southeast Asia and carries out the target plan of building it as a land port, bringing in new opportunities for the development of the smart logistics industry. The project holds on to new opportunities brought by the national "New-type Infrastructure Construction" strategy, the "Digital Economy" construction in Yunnan Province, and Pu'er City's plan for developing a 10 billion-level modern logistics industry.   With the current logistics industry of Pu'er City, such as logistics parks, shopping and trading centers as well as e-commerce industrial parks, the project plans to build a number of intelligent logistics industrial parks to promote and enhance the intelligence level of the modern logistics industry in Pu'er through the introduction of intelligent terminal equipment and talents, together with the establishment of logistics data centers and intelligent logistics big data service platforms.

Construction Scale:

Resource integration, connecting supply and demand--developing a "one-stop" intelligent logistics system that connects "resources + information + logistics", building a customized intelligent logistics park that integrates procurement, transportation, warehousing and distribution, and provides comprehensive services such as information, talent and finance.

Intelligent logistics as the leading service plus a number of associate services--with demand as the starting point, intelligence as the leading factor, infrastructure as the engine, an intelligent logistics park integrating information storage, intelligent sorting, e-commerce, warehousing and distribution, will be built through big data, cloud computing, Internet of Things and other technological means.

Project constructed recently: Sining Intelligent Logistics Center.

Project constructed in the medium term: Menglian Port, Mengkang Port Intelligent Logistics Center.

Project constructed in the future: Longfu Port Intelligent Logistics Center.

Supporting Conditions

1. With excellent location and convenient transportation, Pu'er is a "perfect destination" for logistics.

Pu'er has the unique location that "a city connected to three countries and a river connected to five neighbors", bordering Vietnam, Laos and Myanmar, with a national border of 486 kilometers, the Lancang-Mekong River, known as the Danube River in the East, running through the whole territory, two first-class national ports at Simao Port and Mengkang, one second-class national port at Menglian, and 18 border passages.

--Airlines: Simao Airport and Jingmai Airport have access to many cities in China.

--Railways: The central line of the Trans-Asian Railway, which is under construction, crosses the entire territory of Pu'er.

--Water Transport: The the Lancang-Mekong River flows through the entire territory of Pu’er, and a port was built at Simao.

--Expressways: Kunming-Mohan Expressway and Jingning-Wencheng Expressway have been completed. Mojiang-Lincang, Simao-Lancang, and Nanjian-Jingdong Expressways are under construction. All districts and counties are connected by national and provincial highways, and rural roads have been basically hardened.

2. Supporting Facilities: Logistics and digital construction are promoted as a whole, and the basic conditions are favorable

--New-type infrastructure：In 2020, Pu'er seizes the opportunity window of "new-type infrastructure", plan to build 84 projects covering the three sectors of information infrastructure, converged infrastructure and innovation infrastructure, with a total investment of over RMB 30 billion.

--Cloud of wisdom: The "Data Lake plus Pu'er Cloud" project will provide cloud-based wisdom for the converged development of the traditional logistics industry and the digital economy.

--5G network: Pu'er is accelerating the deployment and construction of a 5G infrastructure network, which is expected to reach 3600 5G base stations by 2022, realizing the complete integration of 5G technology and smart logistics.

3. Linkage with free trade zones: Pu'er is adjacent to the Honghe River and is one of the important passages between Kunming and ASEAN countries, so it can give full play to the unique location advantage of "one city connecting three countries", rely on carriers such as the Mansheba (Nandao River) logistics center, interact resources and connect industries with Kunming and Honghe Free Trade Zones, and strengthen the development of high-end manufacturing, service industries, processing trade and other industries.

The project enjoys national, provincial, municipal and county related preferential policies, but also enjoys preferential policies such as Yunnan Province Foreign Investment Promotion Regulations and Policies on Investment Attraction of Pu'er City (Trial), and applies the resource allocation and guarantee policies of Three Year Action Plan for Digital Economy Development in Pu'er City (2020-2022), concerning the construction of the intelligent logistics industry, energy, land, talent, innovation, and other aspects.

Market Prediction (Analysis)

Growing domestic demand is one of the factors driving the rapid development of China's smart logistics. In recent years, Pu'er has achieved remarkable results in the development of green economy, with the hot sales of tea, coffee, fruit and other highland specialty agricultural products, e-commerce logistics also develops rapidly.   At the same time, with the continuous optimization of national policies, the scale of border trade is also increasing, and the domestic demand of logistics brought by import and export trade and domestic market is constantly expanding. The logistics industry has entered the fast lane of vigorous development. According to the data, in 2019, the total sales of consumer goods in Pu'er was RMB 22.01 billion, up 10.4% from the previous year. The growth rate was 0.6 percentage points lower than that of the previous year, 2.4 percentage points higher than the national growth rate, and the same as that of Yunnan.

Profit Model and Preliminary Benefit Analysis

After completion of the project, it is expected to achieve an annual main business income of about RMB 500 million with a payback period of about 4.5 years, by obtaining income from the leasing of logistics facilities, information technology support, logistics services, logistics information and big data.

The project is mainly influenced by infrastructure construction and market demand, so it should improve internal infrastructure in a timely manner, ensure the normal operation of logistics, and establish a market response mechanism to conduct appropriate countermeasures to the market changes.
