Project Overview

Binchuan is distinct in agriculture with plateau characteristics, rich in fruit varieties of superior quality and profound in agricultural culture, making it have good conditions for the development of agricultural manor. By combining the tourism resource advantage of Jizu Mountain, integrating the characteristics of overseas Chinese culture, history and local conditions and customs of Binchuan, and giving full play to the advantages of the fruit industry of Binchuan, this project sets sightseeing, picking, leisure, entertainment, tourism, and science in one, and implements the construction of modern agriculture demonstration garden, rural tourism and cultivation of key leisure agricultural enterprises based on the new agricultural operators.

To complete the upgrading and construction of 10 fine agricultural manor (6 of which are upgraded and 4 of which are newly built), including 4, 612-mu "Hometown Fine Vineyard", 2,113-mu "Merryland Fine Agricultural Manor", 1,852.6-mu "Zhukula Coffee Dream Manor", "10,000-mu Citrus Fine Agricultural Manor" with an actual area of 12,000 mu, 1,370-mu "Shuangxin Pomegranate Fine Agricultural Manor", 1,772-mu "Qiyuan Fine Resort & Agricultural Manor", 1,313-mu "Fupeng Ecological Fine Agricultural Manor", 1,070-mu "Dongzhuang Ecological Waxberry Garden", 1,072-mu "Juzushan Agricultural & Tourism Ecological Fine Agricultural Manor", and 4,006-mu "Yunnan Olive Fine Agricultural Manor".

Supporting Conditions

Upstream: [Production environment guarantee] Binchuan County has become China's largest premature fresh vitis vinifera production base at the county level, the province's important export fruit and vegetable production base and the "vegetable basket" production base in Guangdong-Hong Kong-Macao Greater Bay Area. [Brand awareness guarantee] Binchuan's regional public fruit brand "IBINGOER" has gained the preliminary market cognition, which has significantly improved the openness, popularity, reputation and influence of Binchuan. [Tourism resource guarantee] Binchuan is rich in tourism resources. Relying on Jizu Mountain, the Buddhist holy land, the development of ecological tourism in the county is driven. In 2019, the county received 4.079 million tourists and the total revenue of tourism reached RMB 8.177 billion.

Midstream: [Climate support] Binchuan enjoys the reputation of "natural greenhouse" and "land of treasure of hot area", and has sufficient sunlight, which is suitable for the growth of most crops; [Water supply] Binchuan has 62 small and medium-sized reservoirs and 743 small ponds, with an actual water supply capacity of 170 million m³ and realization rate of water conservancy projects for farmland of 82.58%; [Land use support] The actual cultivated land area of Binchuan County is 37,000 hectares, among which this project covers a planned construction land of 31,180 mu. [Traffic support] Yongsheng-Dali Expressway and Waxi interchange connection have been open to traffic; Ludila wharf, Guanyinyan Lili wharf, Binchuan-Nanjian Expressway, and Binchuan-Heqing Expressway have been under construction; preliminary work for the Dali-Panzhihua Railway and the Binchuan section of the new Panzhihua-Dali Expressway has been promoted steadily, while 16 transportation enterprises provide guarantee for the flow of goods in this county.

Downstream: [Brand support] At present, the fruit and crop products in Binchuan have established smooth sales channels at home and abroad, and the brand "IBINGOER" also provides a strong endorsement for the project; [Cold-chain logistics support] With a cold storage capacity of 383,800 m³, Binchuan County is integrating and developing cold chain logistics resources, expanding the construction of warehouses and logistics to lay a good foundation for the long-term development of fruit products in Binchuan.

[Agriculture] This project can enjoy the preferential policies for agricultural subsidies, such as the comprehensive support and protection of agriculture, the farm machinery purchase subsidy, policy-supported insurance for the planting and breeding industry, to protect and mobilize the enthusiasm of production enterprises.

[Finance] Enterprises in this project can apply for "Jin Guo Dai", "Hui Guo Tong" and other financial products of fruit warrant mortgage, and actively explore financial products of land circulation management right mortgage.

In the Kunming-Dali route, Jizu Mountain scenic spot is a famous one in Dali Prefecture. In 2019, Yunnan received 688 million tourists, with total tourism revenue of RMB 899.1 billion and per capita consumption of RMB 1,306, and Kunming-Dali-Lijiang received more than 40% of the tourists. The brand "IBINGOER" of Binchuan has enjoyed great popularity. Therefore, Binchuan has favorable climatic, geographical and human conditions to build an industry combining featured agriculture and cultural tourism.

After the fine agricultural manor project is completed, the daily reception can reach more than 5,000 times. Calculated at the per capita consumption of RMB 200 (analyzed at a low value according to the per capita tourism consumption of RMB 1,300 in Yunnan), the intra-industry income will reach an annual income of about RMB 360 million. Meanwhile, it can comprehensively drive the joint development of various social industries.
