Overview

Jiangcheng Zone, a core sub-park of Pu’er Border Trade & Processing Industrial Park, is in the layout of “One Park and Three Zones” and comprises three areas - Mengkang, Longfu and Baozang.

Mengkang Area: Taking full advantage of Mengkang National-level Port, it will be built into an area centering on border trade and processing service including mechanical and electrical processing, furniture manufacturing, biological resource processing, characteristic food processing, integrated processing, etc. and supplemented by border trade, warehousing and logistics, integrated service and other industries. Serving new border trade and processing industrial areas along Jiangcheng → Yunnan, Laos→Southeast Asia

Baozang Area: It is intended to create an industry chain based on the exploitation of potash salt ore through focusing on the mining and processing of potash salt ore, giving full play to the rich potash salt ore resources and taking Yunnan Jiangcheng Taiyu Potash Fertilizer Co., Ltd. as a leading role; its industry orientation is to develop the deep processing of forest products by making full use of rich forest and bamboo resources of Jiangcheng, and to take the development of construction material products as support.

Longfu Area, a major part in the construction of the project, will rely on the domestic and overseas resource hinterlands and markets to primarily develop border trade and integrated processing; it will provide new border trade industrial areas in Jiangcheng County, Vietnam and other places with services including intensive processing of agricultural and sideline products, trade, warehousing and logistics.

Content

Construction scale: Jiangcheng Zone of Pu’er Border Trade & Processing Industrial Park has a total planning area of 35.36 km², including Mengkang Area of 17.06 km², Longfu Area of 7.7 km² and Baozang Area of 10.60 km².

Construction duration: Overall plan includes two periods: near term (2012 - 2025) and long term (2026 - 2032).

Land area: Planning area totals 35.36 km².

Supporting Conditions

Natural resources: Located in Qushui Town in the east of Jiangcheng County, Longfu Area of Jiangcheng Border Trade & Processing Industrial Park borders Vietnam in the east, adjoins Laos in the south and faces Lvchun County across a river in the north, and is positioned at the junction of China, Laos and Vietnam.  The boundary line reaches a length of 74 km. In the area, the highest point is Shiceng Mountain with an altitude of 1875m, while the lowest point is the junction of Tuka River and Lixianjiang River in Gaoshan Village, which has an altitude of 317m and is the lowest place in Pu’er City. Situated in the south of the Tropic of Cancer, the area falls into low-latitude southern subtropical humid monsoon climate zone with the annual average temperature of 21.8℃ and the annual average rainfall of 2260mm; Its forest area is 26508.6 ha., with the forest coverage rate of 67.5%.  It is suitable for the growth of various kinds of subtropical crops.

Location advantages: It is in the area of the project connecting Sijiang Class II Highway and Ninger-Longfu Port Class III Highway and 208km from Yuxi-Mohan Railway under construction and Simao Airport.

Associated industries: Under the background that Pu’er City boosts the industrial layout of “One Center and Three Belts” to develop Simao-Ninger-Mojiang Passage Economic Belt, Jinggu-Jingdong-Zhenyuan Two-Mountain Economic Belt and Lancang-Menglian-Ximeng-Jiangcheng Border Economic Belt, centering on Simao District, Jiangcheng Border Trade & Processing Industrial Park, on the Lancang-Menglian-Ximeng-Jiangcheng Border Economic Belt, is an important hub for foreign trade, cross-border processing and exchange of goods between China and ASEAN members such as Vietnam and Laos, a prime frontier gateway for Yunnan Province to open up to Vietnam and Laos, and also a cluster undertaking industrial transfer from Eastern China and developing border trade and processing in Jiangcheng County and even in the whole Pu’er City.

Early preparations: Total 450 mu of lands have been leveled for Mengkang Area, and 2340 mu of lands have been acquired for Longfu Area.

After the completion, the project can explore the markets all over China and from Laos, Vietnam, South Asia and Southeast Asia. This project has tremendous potential for growth when making good use of the opportunity brought by the Belt and Road Initiative, Yunnan’s strategy on developing green economy and national culture and gateway for China opening up further to the southwest and the construction of national pilot area of green economy in Pu’er City.

Risk Analysis

The “One Park and Three Zones” planning and construction layout has been established with different industrial orientation, however, on the whole, the three areas are basically separated now due to weak industrial relevancy, short product chain and absence of pattern of complementary advantage, supplementary development and supporting convergence, with small-sized applying enterprises and poor leading effect.
