Overview

With the formation of a small transportation hub in Jianchuan in northwestern Yunnan, it will exert the geographic advantage of Dali-Lijiang Expressway at the junction of National Highway 214 and Jianchuan-Lanping secondary highway to build a business logistics center in northwestern Yunnan. It will build a logistics and distribution service center, a logistics and warehousing area, a leisure and entertainment area, a commercial shopping area, and a flavored eating and drinking area, which together form a business and logistics base integrating food, entertainment and shopping.

Construction Scale: The project will build a large-scale open modern logistics park integrating logistics procurement transactions, transportation, transit, warehousing, distribution, business office, logistics information integration, education and training, and comprehensive services.

Supporting Conditions

Resources and availability of major raw materials: The main building materials required for the project in adequate supply within the county and their prices are stable. Resources and availability of adjuncts and fuels: The county has sufficient supplies of water and electricity. The domestic water price is RMB 1.9/m3, the industrial water price is RMB 2.05/m3, and the special-purpose water price is RMB 2.45/m3. Current local electricity price for residents: RMB 0.483/kWh.
Labor resources and availability: At the end of 2015, the county had a total population of 180,000, of which: 150,000 for agricultural population and 80,000 for rural labor. According to statistics, the county's rural surplus labor force estimated on the basis of the county's amount of labour used per mu of arable land, the number of graduates of colleges, universities and junior and senior high schools, and other indices is 40,000. After the implementation of the training project, "Sunshine Project", for the transfer of rural labor force, more than 10,000 rural laborers have been trained and transferred to other places. At present, there are about 30,000 rural surplus laborers in the county, and the labor price is RMB 100-150/day for unskilled workers and RMB 200-300/day for skilled workers.

Profit Model and Preliminary Benefit Analysis

Economic Benefits: The estimated total investment for construction of the project is RMB 1,006,969,000. After the completion of the project, according to the financial analysis and evaluation, the normal annual consolidated operating service income in stable period is estimated to reach 239,292,400, the total amount of tax will be RMB 21,776,000, and the profit in the stable operation period will be RMB 152,075,400. The period for payback of total investment after tax will be 6.33 years (excluding the construction period of 4 years), and the economic benefits will be good.

Social benefits: The project will occupy an area of 1,000 mu and can accommodate about 2,400 merchants. The annual circulation of goods will be about 10 million tons. The annual amount of taxes paid will be RMB 21,776,000. It can bring more than 300 direct jobs. It can bring more than 8,000 indirect jobs, indirectly driving the development of the transportation, catering & accommodation, business and other related industries. It is of positive significance for the promotion of local economic growth in Jianchuan County.
