General Planning of Central Yunnan New Area (2016-2030)
Yunnan Province has a total of 132 industrial parks, including 70 key industrial parks of or superior to provincial level (7 national industrial parks) and 62 prefectural/municipal level industrial parks. Industrial parks, development zones and economic cooperation zones basically cover every county, city, district of Yunnan Province, with a development pattern taking the Central Yunnan Industry Cluster Zone as core, national development zones such as High-tech Industrial Development Zones of Kunming and Yuxi as support, Border (Cross-border) Economic Cooperation Zones as the front line such as that of Mohan (China)- Boten (Laos), Hekou (China)-Lao Cai (Vietnam), Ruili (China)-Muse (Myanmar), and prefectural/municipal industrial parks as foundation.
It is proposed in the “13th Five-Year Plan” to speed up transformation and upgrading of industrial parks, and focuses on building a batch of specialized and characteristic industrial parks and modern industrial bases to promote integration, interaction and coordinated development of industrial parks and cities.

Central Yunnan New Area
Located in the east and west of downtown Kunming, as the core area of Central Yunnan Industry Cluster Zone, the Central Yunnan New Area has a planning area of about 482 km2, covering Anning City, Songming County, and part of Guandu District.
Development goals: By 2025, it is to achieve outstanding progress on industry scale and economic benefits, fruitful results of industrial transformation and upgrading, basic completion of modern industrial system, further optimization of industrial spatial pattern, sharp level rise of supporting facilities of industrial parks, and gradual perfection of supporting service system.
Function division: On the basis of starting from “staged development strategy”, coordinating and optimizing spatial structures of industrial parks in Yunnan, and guiding reasonable layout of industries according to regional resource conditions, industrial foundation and regional transportation conditions, the function divisions of industries in the province are 3 major types: “innovation-driven development leading zone”, “speed-rising and benefit-increasing industrial zone” and “border opening and green development zone”.
The Central Yunnan New Area is to focus on the development of such industries taking the following areas as key businesses as electronic information, biological medicine, new material, airport industry, automobile and modern equipment manufacturing, petroleum refining, and modern services. Great efforts will be made to achieve a total turnover of RMB 3 trillion of main businesses of industrial parks in Yunnan by 2025, with added value of above-designated-size industries topping RMB 760 billion, accounting for 90% of that of Yunnan Province. It is to preliminarily form an industrial layout system in industrial parks enjoying a two-pole provincial and prefectural/municipal support, clear guiding and functional divisions for industries of the same type, diversified scales and characteristics and ordered clustering development.

Cross-border Economic Cooperation Zone
Ruili - Muse Cross-border Economic Cooperation Zone: It is to establish two core areas. The first area is to realize the integration of border commercial areas and establish a cross-border cooperation center. The second area is to realize connection the integration of border port districts and establish China-Myanmar cross-border industrial park. Mohan-Boten Cross-border Economic Cooperation Zone: With a total area of 4,500 km2, it is an all-round comprehensive pilot zone covering infrastructure construction, investment and trade, and new urbanization. Hekou-Lao Cai CBECZ lies along the boundary river of China and Vietnam, with a total area of 21 km2. It is to realize interactive development of the cooperation zone and surrounding areas and form an overall spatial pattern with characteristics of "two countries and one zone, one zone and multiple parks, one port and multiple accesses".
National Border Economic Cooperation Zone
Ruili Border Economic Cooperation Zone is a comprehensive development zone based on import, export and processing, involving hot area resource development and development of such industries as commerce & trade, finance and tourism, and enjoying provincial economic management authority. According to the functional orientation of making the best of raw materials and markets of China and Myanmar, Wanding Border Economic Cooperation Zone is engaged in international trade, foreign trade, border trade, border trade processing, agricultural resource development, and tourism development. Hekou Border Economic Cooperation Zone has been constructed into a modern border economic cooperation zone having complete infrastructure, multiple functions and reasonable industrial distribution and integrating import & export processing, international logistics, border trade, cross-border trade and tourism. Lincang Border Economic Cooperation Zone: Taking Mengding as the core industrial park and Nansan Port and extension area of Yonghe Port as two wings, it is to develop the Mengding (Gengma) core industrial park, Nansan (Zhenkang) industrial park, and Yonghe (Lincang) industrial park, following the plan of “One Zone with Multiple Parks” Lincang BECZ will foster five pillar industries: characteristic high-quality agricultural product industry, business logistics industry, mineral-electric industry, textile electromechanical industry and eco-culture tourism industry.
Provincial Border Economic Cooperation Zone
Malipo (Tianbao): This is a border trading & processing zone, focusing on such four industries as warehousing and logistics, import & export processing, border trade, and border tourism. Tengchong (Houqiao): This zone focuses on such industries as domestic product assembly for export, warehousing and logistics, business and trade, and tourism service industry. Menglian (Meng'e): The development of this zone covers such areas as infrastructures and port construction, industrial development and building up of industrial parks, domestic and international opening up and cooperation, urban & rural development and poverty alleviation for prosperity, development of public services, and green economic pilot points. Lushui (Pianma): The development of this zone covers such areas as infrastructures and port construction, industrial development and building up of industrial parks, domestic and international opening up and cooperation, urban & rural development and poverty alleviation for prosperity, development of public services, and green economic pilot points. Mengla (Mohan): This zone focuses on such industries as logistics (mainly railway), processing of substitution industry, tourism service industry, and commerce & logistics.
Kunming Comprehensive Bonded Zone, approved in February 2016, has a total planning area of 2 km2 and is divided into two zones. Zone A (economic development zone), originally belonging to the export processing zone of Kunming, now is located in Kunming Economic & Technological Development Zone; Zone B (airport zone), belonging to the new planned area, is located near Kunming Changshui International Airport.
Kunming Comprehensive Bonded Zone is to focus on such businesses as bonded processing, bonded logistics, bonded warehousing, bonded exhibition and bonded service. The development focus of Zone A will be characteristic and competitive industries of Yunnan and surrounding countries, including resource industry, jewelry and jade, bio-pharmaceutical and food, to emphasize the functions of bonded processing and bonded logistics. Zone B will rely on Kunming Changshui International Airport, focuses on international enter port trade, warehousing, processing and the like, and highlights such functions as bonded trade, bonded service, bonded logistics, bonded processing and exhibition.
综合保税区
Comprehensive Bonded Zone
In December 2013, the first approved comprehensive bonded zone in Yunnan Province, Honghe Comprehensive Bonded Zone has officially been established. Located inside the Honghe Industrial Park, with a total planning area of 3.29 km2, Honghe Comprehensive Bonded Zone is a special customs supervision zone with the highest opening-up level inland, the most complete functions, the best preferential policies and the most simplified procedures and has core functions such as bonded processing, bonded logistics and bonded services.
Facing Southeast Asia, Honghe Comprehensive Bonded Zone enjoys outstanding regional advantages, and has been positioned as Southeast China’s logistics hub, bonded logistics base, bonded processing park and productive service and trade platform opening to Southeast Asia and Asia-Pacific region. It is planned to attract a total of RMB 10 billion investment for fixed assets in 5 years for the comprehensive bonded zone, and to achieve an annual total volume of imports and exports no less than USD 5 ~ 10 billion till 2020.
瑞丽国家重点开发开放试验区
Ruili National Key Development and Opening-up Experimental Zone
Located in the Dehong Dai and Jingpo Autonomous Prefecture of Yunnan Province, Ruili National Key Pilot Zone of Development and Opening-up is at the intersection of China economic circle, South Asia and ASEAN economic circle and is directly accessible to Kyaukpyu, Myanmar, Rangoon and the Bay of Bengal southward. It is the most convenient and economical land passage in our country to the Indian Ocean through Myanmar and also an important gateway for opening of China to countries around the Indian Ocean such as Southeast Asian and South Asia countries.
Six key functional zones planned in the pilot zone: border economic cooperation zone, international logistics and warehousing zone, international trade and tourism service zone, import & export processing zone, characteristic agriculture demonstration zone and ecological barrier zone.
Multiple preferential policies such as those related to the new round of Western Development, border policies and minority policies are applicable for investment. This experimental zone will become a new investment place and land of development, especially due to the implementation of nationally granted special preferential policies for financial taxation, investment & financing, industry & trade, land resource and opening-up.
勐腊(磨憨)国家重点开发开放试验区
Mengla (Mohan) National Key Development and Opening-up Experimental Zone
This Zone was approved by the State Council in July 2015. This pilot zone is located in the southernmost of Xishuangbanna, Yunnan, connected to land of Laos in the east, south and west, and separated from Myanmar by river in the west. It covers about 4500 km2.
As an important forefront of cooperation between China and Indochina Peninsula, this experimental zone will be built into a significant platform of China – Laos strategic cooperation and a comprehensive traffic hub linking China and Indochina Peninsula. In addition, a moderately prosperous society will be built for the southwest border areas and minority areas synchronously with other places in China through deepening Lancang-Mekong River Subregion Cooperation and maintaining national unity and social stability of border areas.
This experimental zone has Five functions: A significant platform of China – Laos strategic cooperation, a comprehensive traffic hub linking China and Indochina Peninsula, an important growth pole of border areas, a pioneer of ecological civilization construction and a demonstration zone “bringing harmony, security and prosperity to neighbors”.
This experimental zone will focus on the development of characteristic agriculture, biological industry, import & export processing, trade logistics industry and cultural tourism.
