Description

Relying on the good environment and unique port advantage of Longchuan County, two kinds of resources and markets at home and abroad are fully used and leading enterprises of light truck industry will be brought in to improve the capacity of light truck assembly manufacturing of Yunnan Province. After this project reaches the design capacity, the annual output of light trucks will be 45,000 sets and sales revenue can reach RMB 3,600,000,000. It aims to forge the biggest light truck assembly manufacturing base in southwestern China.

Construction scale: The annual output of light trucks is 45,000 sets; the floor area included in the plot ratio is 423,284 m² including the major production area of 293,204 m², the auxiliary production area of 104,780 m² and the auxiliary living quarter of 25,300 m².

Supporting Conditions

Longchuan County is located in the west wing of the “One Core, Two Wings” of Ruili National Key Development and Opening-up Experimental Zone. Ruili - Longchuan Integrated Development Pattern has taken its shape. This project is endowed with obvious location advantages: adjoining Mangshi City in the east, Ruili City in the south and Yingjiang County in the north and at the throat of China-Myanmar Land - Water Combined Transport Channel, as well as the convergence zone of ASEAN Economic Circle and South Asian Economic Circle. In 2014, the economy of Longchuan County ran smoothly with more reasonable industrial structure. The annual total output value reached RMB 3,391,000,000; the local total financial revenue was RMB 332,000,000; the public financial budget revenue was RMB 213,000,000; the fixed-asset investment above the designated size was 1,663,000,000; the total retail sales of consumer goods was RMB 710,000,000; the per capita disposable income for urban and rural permanent residents were RMB 18,973 and RMB 6506 respectively. The planning of Longchuan Industrial is “one park and four zones” with total planned area of 67 km². It is an important carrier for Ruili National Key Development and Opening-up Experimental Zone. The industrial system focuses on the sugar industry, water and electricity, silicon smelting industry and yeast production and is composed of characteristic industries in the fields of medicine, wood, grain, edible oil, dendrocalamus latiflorus, tea and biology. This project is located in Zhangfeng Characteristic industrial Block of Longchuan Industrial Park and is 4 km far from the county. It is 128 km from the county to Mangshi City, the capital of Dehong Prefecture, and 785 km to Kunming, the capital of Yunnan Province, and 92 km to Bhamo, an important town of northern Myanmar. The land of the park belongs to mild slope of low mountains. "Three supplies and one leveling" have been realized and are available for the layout of industrial project. Water, power supply and transportation facilities are available, providing mature conditions for construction. The project is a major project developed during the period of the 12^th Five-Year Plan of Longchuan County. Preliminary feasibility study report has been done.

Investment Estimate and Fund Raising

Investment estimate: A total investment of RMB 1,018,130,000 including RMB 958,130,000 of fixed-asset investment and RMB 60,000,000 of working capital

Fund raising: RMB 318,130,000 of self-raised funds and RMB 700,000,000 of bank loans.

Preferential Policies Applicable

Tax rebate policies are available for enterprises if engaged in export transactions settled in RMB. The tax credits are 100%. Preferential Policies including Several Preferential Policies for Ruili National Key Development and Opening-up Experimental Zone, “one consideration for one matter, one policy for one industry, one policy for one enterprise” of Longchuan, etc. are available

Market Prediction (Analysis)

There are abundant resources in Southeast Asia region including aquatic product, fruit, coffee, tea and cereal. The light truck can be used to transport fresh products such as vegetable, fruit and seafood. In busy season, the truck can be used to transport and to transport agricultural products such as rice and sugarcane. In slack season, the truck can be used to transport earthwork products, bricks and steel. It is economical and practical for local consumers. The truck is the traditional advantage of China’s automobile industry. The raise of industries like e-commerce logistics and cold chain transportation keeps rigid demand for light trucks. A turning point for the development of trucks in our country will be reached around 2020. At that time, the principal demand of highway transportation for trucks will be changed from the demand increasing to demand updating. Economic benefits: After this project is put into operation, the enterprise can obtain the benefit through the sales and service of light trucks. The annual sales revenue can reach RMB 3,600,000,000 with total pre-tax profits of RMB 921,600,000 and the payback period is 5 years (including 2 years of construction period)

Social benefits: The completion of this project will promote employment of 800 people and create good economic benefits and social benefits
