“十三五”期间，云南将以“两型三化”为核心，构建“开放型、创新型和高端化、信息化、绿色化”的特色现代产业体系，进一步优化产业结构，促进产业转型升级。
In the period of the "13^th Five-Year Plan", Yunnan plans to take "openness, innovation, high-end orientation, informationization and greening" as its core to establish a modern characteristic industrial system integrating these features, for further optimization of the industrial structure and industrial transformation and upgrading.

加快传统产业优化升级：包括烟草、非烟轻工、冶金、化工、建材、能源和建筑业；
Speed up optimization upgrading of traditional industries: tobacco, non-tobacco light industry, metallurgy, chemical industry, building materials, energy and construction;

培育壮大战略性新兴产业：包括现代生物、新能源、新材料、先进装备制造、电子信息和新一代信息技术、节能环保等；

Accelerate development of modern service industries: developing focuses of production service industries: financial industry, modern logistics, scientific services, information service industry, business service industry and conference & exhibition industry, which have become rapidly growing key industries in economic development of Yunnan; developing focuses of consumption service industries: tourism, cultural industry, healthcare industry, commercial service industry and real estate;

推动园区转型升级：把园区建成各具特色的产业要素集聚区、企业技术创新基地、制造业中高端发展载体、对外开放和承接产业转移平台、工业化与信息化深度融合发展标杆区、资源高效利用和绿色发展示范区。
Promote transformation and upgrading of parks: Build parks into characteristic industrial element agglomerations, enterprise technology innovation bases, high-end development carriers of manufacturing, platforms of opening-up and industrial transfer undertaking, model areas with deep integration of informationization and industrialization for development, and demonstration zones of efficient resource utilization and green development;

云南拥有生物多样性、气候类型多样性和民族文化多样性，发展生物医药和大健康产业具有得天独厚的优势。
With biodiversity, diversified climate types and ethnic cultural diversity, Yunnan enjoys excellent advantages for the development of the bio-pharmaceutical and great health industry.

云南全省药用植物种类达共6800种，占全国的55.4%，居全国之首。全国约5000多种药品中，涉及云南植物药原料的达3500多种，占70%以上。
There are 6,800 species of medicinal plants in Yunnan, accounting for 55.4% of the national total and ranking first in China. Among over 5,000 types of medicines in China, the number of those involving medicinal raw materials in Yunnan is more than 3,500, accounting for over 70%.

云南已构建起以中药、天然药、民族药为主，包括化学药、生物制品、中药饮片、中药种植等集生物医药研发、生产、服务、流通、医药教育为一体的产业体系，形成了以彝族医药为主干、汉傣藏医药为分枝、苗壮白纳西等民族医药为辅的独特的云药文化体系。
An industrial system mainly focusing on traditional Chinese medicines, natural medicines and ethnic medicines (including chemical medicines, biological products, TCM decoction piece and TCM planting) and integrating research, development, production, service and circulation of bio-medicines and medical education has been established in Yunnan. Yunnan has formed a unique Yunnan medicine culture system having medicine of the Yi nationality as the trunk, those of the Han, Dai and Tibet nationalities as the branches, and those of the Miao, Zhuang, Bai and Naxi nationalities as the supplements.

生物医药产业链主要体现在医药研发、制药、健康服务业等，如医院、医疗、养老院、健康管理、健康食品等及其配套产品，如医疗器械、检测设备等。
The bio-pharmaceutical industrial chain mainly involves research and development of medicines, pharmacy and health services, for example, hospitals, health care, nursing homes, health management, healthy food and supporting products such as medical equipment and examination equipment.

“十三五”规划提出，要充分发挥云南稀有的生物多样性战略资源优势，促进生物医药大健康产业发展，健全标准、做大品种、做强企业、提升中药（民族药）产业质量和效益，推动现代中药饮片、提取物、保健产品发展。要大力发展医疗、护理、健康养老、中医药医疗保健等健康服务。要加快昆明市现代中药、新型疫苗与生物技术药国家新兴产业发展集聚区建设。
It is proposed in the "13^th Five-Year Plan" that the role of Yunnan's strategic resource advantage for its biodiversity of rare species be played, the bio-pharmaceutical and great health industry be promoted, relevant standards improved, varieties and enterprises be strengthened, quality and benefits of TCM (ethnic medicines) be advanced and the development of TCM decoction pieces and extractives and health care products be promoted. Health care, nursing, provision for the aged, TCM and other health services will be developed. Moreover, the construction of national emerging industry development clusters related to modern TCM, new vaccines and biotech medicines in Kunming will be accelerated.

旅游文化产业
Tourism Culture Industry

旅游业是“七彩云南”的“第一形象产业”。由于得天独厚的自然资源条件，绚丽多彩的民族文化与民间风情；使云南成为世界知名的旅游目的地；香格里拉、大理、丽江、西双版纳、泸沽湖、石林、腾冲都是著名的旅游胜地。2015年，全省累计接待海外旅游者570万人次，接待国内旅游者3.23亿人次，同比增长15%；全省实现旅游业总收入3282亿元，比上年增长23%。
Tourism is the "primary image industry" of "Colorful Yunnan". Benefiting from its excellent natural resource conditions and magnificent ethnic culture and folk custom, Yunnan is a well-known tourist destination, including Shangri-La, Dali, Lijiang, Xishuangbanna, Lugu Lake, Shilin, Tengchong and other famous tourist attractions. In 2015, foreign tourists made 5.7 million trips and domestic tourists 323 million trips in Yunnan, with a year-on-year growth of 15%; the total revenue from tourism was up to RMB 328.2 billion, increasing by 23% over the last year.

预计2016年旅游发展目标为：接待海外旅游者580万人次，同比增长2%；国内旅游者3.52亿人次，同比增长10%；旅游总收入4000亿元，同比增长13%。
It is expected in 2016 that: foreign tourists make 5.8 million trips, a year-on-year increase of 2%, and domestic tourists make 352 million trips, a year-on-year increase of 10%, in Yunnan, the total revenue from tourism is up to RMB 400 billion, increasing by 13% over the last year.

“十三五”期间，云南要做强、做大、做精、做优全省旅游精品线路，推动观光型旅游向休闲、度假、康体、养生养老等复合型旅游转变，强化旅游景区景点规划，规范旅游市场秩序。到 2020年，旅游业总收入实现8500亿元以上；要建设一批国家级或省级文化产业园区和基地，建成20 个年产值上亿元的文化产业园区，培育200家主营业务收入上亿元的文化企业，促进云南旅游文化产业的快速发展。
In the period of the "13th Five-Year Plan", Yunnan will strengthen, elaborate and optimize its fine tour routes, promote the transformation from sightseeing tourism to the combined tourism of leisure, holiday, recreation and health preservation, intensify the planning of tourist attractions and standardize the tourism market order. By 2020, the total revenue from tourism will be over RMB 850 billion; a batch of national or provincial cultural industry parks and bases, including 20 cultural industry parks with the annual output value greater than RMB 100 million, 200 cultural enterprises with the prime operating revenue over RMB 100 million to promote the development of the tourism culture industry in Yunnan.

Information Industry

发展信息产业，云南具有生态优势、能源优势、区位优势、人文优势和政策优势。云南将主动服务和融入“一带一路”倡议，努力建设成为辐射南亚东南亚的经济贸易中心、金融服务中心、科技创新中心和人文交流中心。
For the development of the information industry, Yunnan enjoys advantages in ecology, energy, location, culture and policy. Yunnan will serve and involve itself to the "Belt and Road Initiative" and will build itself into an economic and trade center, a financial service center, a scientific and technological innovation center and a cultural exchange center radiating Southeast Asia and South Asia.

“十三五”期间，云南将以“云上云”行动计划引领信息化和信息产业发展，建设高速共享的互联网。对接国家实施网络强国战略，推进“三网融合”，构建覆盖城乡、服务便捷、高速畅通、安全可控的新一代互联网基础设施。发展大数据产业，建设面向西南、辐射南亚东南亚的国际信息交换中心。
In the period of the "13^th Five-Year Plan", the "Fairyland Yunnan" Action Plan will lead the development of its informatization and information industry to construct high-speed and shared internet. Connecting with the implementation of internet power strategy at the country level, Yunnan will advance "tri-networks integration" to construct a new generation of high-speed internet infrastructure covering urban and rural areas and providing convenient services and controlled security. Apart from the above, it will develop the big data industry to establish an international information exchange center covering the southwest and radiating South Asia and Southeast Asia.

云南将加快推进呈贡云南大数据中心等项目建设，把呈贡产业信息园作为全省信息产业发展高地和核心区进行全力打造，引领全省信息化建设和信息产业发展。未来云南将依托省级及以上产业园区，培育若干新一代信息技术产业专业园区，布局电子信息制造业、软件和信息技术服务业；大力发展大数据、物联网、移动互联网、北斗导航、小语种以及机器翻译、3D打印等新一代信息技术产业；支持智能终端产品、数字内容产品等电子信息制造和产品出口基地建设；鼓励发展电子商务、呼叫中心、机构和大企业商务中心等相关产业。
Yunnan will also accelerate the construction of projects such as Chenggong Yunnan Big Data Center, spare no effort to build Chenggong Information Industry Park into the development highland and core area of the information industry of Yunnan and lead informatization construction and development of information industry of the whole province. In the future, Yunnan will, relying on provincial and above industrial parks, cultivate several specific IT industrial parks of new generation and develop electronic information manufacturing and software and IT service industry; develop the new generation of IT industries such as big data, internet of things, mobile internet, Beidou navigation, minority language translation & machine translation, and 3D printing; support construction of electronic information manufacturing and product export bases concerning intelligent terminal products, digital content products and the like; and encourage the development of relevant industries such as e-commerce, call center, and business center of institutions and enterprises.

Modern Logistics Industry

云南是亚洲的地理中心，省会昆明是亚洲5小时航空圈的中心，是南北方向国际大通道和东西方向第三条亚欧大陆桥的交汇点。云南是中国-东盟自由贸易区、大湄公河次区域、泛珠三角经济圈的交汇点，是我国面向南亚、东南亚、西亚、南欧和非洲五大区域开放的前沿通道，此条通道面对经济充满活力的东南亚和南亚18国，覆盖人口31亿，并与“泛珠三角”10个省区市相联动，市场巨大，发展空间十分广阔。
Yunnan is situated at the center of Asia and its provincial capital Kunming is the center of Asian 5-hour aviation circle, the junction of the International Corridor in the south and north and the Third Eurasian Continental Bridge in the east and west. Yunnan is also the joint of China-ASEAN Free Trade Area, Greater Mekong Subregion and the Pan-Pearl River Delta Economic Zone, as well as the frontier passage for China's opening up to such five regions as South Asia, Southeast Asia, West Asia, Southern Europe and Africa. This passage faces 18 economically dynamic countries of Southeast Asia and South Asia, covering a population of 3.1 billion and links 10 "Pan-Pearl River Delta" provinces, regions and cities, with a huge market and very vast development space.

云南将构筑以昆明为中心的滇中城市群物流核心圈，河口、磨憨、姐告、富宁港和水富港5个辐射口岸，将昆明建设成为带动云南省，辐射大西南，连接东、中、西部，面向东南亚、南亚、西亚、南欧、非洲的国际内陆港，把昆明建设成为重要的国际物流枢纽城市。
Yunnan will establish a Kunming-centered logistics core circle in Central Yunnan Urban Agglomeration, involving 5 radiating ports including Hekou, Mohan, Jiegao, Funing and Shuifu and will build Kunming into an international inland port and an important international logistics hub driving Yunnan Province, radiating Southwestern China, Linking Eastern China, Central China and Western China, and open to Southeast Asia, South Asia, West Asia, Southern Europe and Africa.

“十三五”规划提出，云南要发挥其区位优势，加强重要物流节点、口岸、综合交通枢纽等物流、仓储基础设施和通道建设；加快发展第三方物流，培育壮大一批具有竞争力的现代物流企业；大力推进国际物流发展，加快机场、铁路、高等级公路、口岸、园区之间的连线和多式联运设施建设，加快昆明、红河、磨憨、瑞丽等地保税物流发展；加快物流信息化、装备现代化和标准化建设，完善城乡物流配送体系。
It is indicated in the "13^th Five-Year Plan" that Yunnan will give full play to its location advantage to strengthen the construction of logistics and warehousing infrastructure and channels such as important logistics nodes, ports and comprehensive transportation hubs; accelerate the development of third-party logistics by strengthening a batch of competitive modern logistics enterprises; promote the development of internal logistics by accelerating the construction of airports, railways, high-grade highways, ports, links between parks, and multi-modal transport facilities and speed up the bonded logistics development of such places as Kunming, Honghe, Mohan and Ruili; and accelerate the construction of logistics information, and modern and standard equipment to improve the urban and rural logistics distribution systems.

Located in plateau region with low latitude and high altitude, Yunnan enjoys unparalleled climate, water source, land, species and location advantages. Abundant resource endowment and superior ecological environment of Yunnan have given birth to the diversity of natural resources.

云南高原特色农产品远销110多个国家和地区，云产的咖啡、橡胶、中药材、淡水鱼、核桃、坚果、食用植物油等一大批云系滇牌特色农产品热销海内外。
Characteristic plateau agricultural products of Yunnan are sold in more than 110 countries and regions. A great many of Yunnan characteristic agricultural products such as coffee, rubber, traditional Chinese medicine, freshwater fish, walnut, nut and edible vegetable oil are also very popular at home and abroad.

云南的花卉面积和产量均居全国第一，在全国市场占有率超过70%，出口40多个国家；云菜销往20多个国家和地区，在香港市场份额占到三分之一；普洱茶在30多个国家完成了地理标志和注册，130多种热带水果、100多种温带水果，四季供应，畅销国内及日本、欧美和东南亚市场。
Yunnan ranks first in China in terms of area and production of flowers. Flowers of Yunnan have a market share over 70% in domestic market and are exported to more than 40 countries. Vegetables of Yunnan are sold in over 20 countries and regions and have a market share of one third in Hong Kong. Geographical indications and registration of Pu'er tea have been completed in more than 30 countries. There are more than 130 kinds of tropical fruits and over 100 kinds of temperate fruits. Fruits of Yunnan are available in four seasons and popular in domestic, Japanese, European, American and Southeast Asian markets.

高原粮仓：建设优质水稻、优质玉米和优质麦类的高原粮仓；

新材料产业
New Materials Industry

丰富的矿产资源，使云南具备发展新材料产业的独特优势；云南的有色金属、稀贵金属等矿藏资源储量均居全国前列，全省已发现矿产品种143种，查明资源储量86种，其中61种矿藏资源储量位居全国前10位。
Owing to its abundant mineral resources, Yunnan enjoys unique advantages for the development of new materials industry. Reserves of mineral resources such as nonferrous metals and rare and precious metals are top-ranked in China. Reserves 86 out of the 143 kinds of minerals discovered in Yunnan have been proved and the reserves of 61 kinds rank among national top 10 respectively.

昆明、曲靖、红河、大理等地已聚集了一批在技术水平、生产能力、产品品种和经济效益等方面具有比较优势的新材料企业；矿产资源丰富的东川也已形成了以稀贵金属产业为主导产业的优势集群。昆明高新区集中了云铜股份、贵研铂业股份有限公司、云铜锌合金、昆明贵研催化剂有限公司等12家规模以上骨干企业，并引入了6个国家级、5个省级企业技术中心和科研机构；累计取得科技成果1000余项，获授权技术专利300余项，发展形成了集采、选、冶、精深加工和研发为一体的完整产业价值链。
A number of new materials enterprises having comparative advantages in terms of technical level, production capacity, product variety and economic benefit have been clustered in Kunming, Qujing, Honghe and Dali. In Dongchuan where there are abundant mineral resources, an advantageous cluster dominated by rare and precious metal industry has been formed. In Kunming National Hi-tech Industries Development Zone, 12 above designated size enterprises such as Yunnan Copper Co., Ltd., Sino-platinum Metals Co., Ltd., Yunnan Yuntong Zinc Alloy Co., Ltd. and Kunming Sino-platinum Metals Catalyst Co., Ltd. have been clustered, and 6 national and 5 provincial enterprise technology centers and scientific research institutions introduced. There are more than 1,000 scientific achievements in accumulation and more than 300 granted technical patents. A complete industrial value chain combining mining, dressing, smelting, fine and deep processing, research and development has been formed.

Yunnan has formed the metal new materials industry led by such nonferrous, rare and precious metal materials as tin and platinum group metals, optoelectronic new materials industry represented by silicon, germanium and indium, and chemical new materials industry represented by fine phosphorous chemical industry, coal chemical industry and organic chemical industry. In the period of the "13^th Five-Year Plan", Yunnan will accelerate the cultivation and development of new material industry specific to aerospace, high-speed railway, automobile manufacturing, health and the like.

云南发展先进装备制造业具有很多机遇和市场空间。通过政策引导、项目支持和产业辐射，云南铁路养护机械、空港自动化物流成套设备、矿冶成套设备、电力设备、轿车用柴油发动机等多个领域技术领先、特色明显、行业地位突出。随着国内工业化进程提速、国家实施新一轮西部大开发、沿边开发开放、承接东部产业转移、新一轮科技革命和信息化变革等一系列的内部和外部环境条件变化，将激发云南的后发优势，带动先进装备制造业全方位发展。
Yunnan has a lot of opportunities and broad market space for development of advanced equipment manufacturing. Under policy guidance, project support and industrial radiation, fields involving railway maintenance machinery, complete airport automatic logistics equipment, complete mining and metallurgy equipment, electric equipment, diesel engine for cars, etc. have advanced technology, distinct characteristics and outstanding industrial position. A series of internal and external condition changes such as acceleration of domestic industrialization process, implementation of the new round of China Western Development, development and opening-up of border areas, undertaking of industrial transfer from Eastern China, and the new round of scientific revolution and information reform will stimulate late-mover advantages of Yunnan and drive all-round development of advanced equipment manufacturing.

“十三五”期间，云南将立足产业优势，推进重点领域突破，加快重大矿冶成套设备发展，组织研发和实现具有深度感知、智慧决策、自动执行功能的高度高档数控机床和加工中心产业化。积极培育新能源汽车、智能穿戴式设备等新兴制造业。适度发展汽车整车及零部件制造业产业，积极开拓南亚、东南亚、西亚和中亚市场，打造销售收入过千亿元的汽车产业链。
In the period of the "13^th Five-Year Plan", Yunnan will, based on its industrial advantages, promote the breakthroughs in key fields, accelerate the development of major compete mining and metallurgical equipment and organize the R&D of and achieve the industrialization of advanced CNC machine tools and machining centers characterized by depth perception, intelligent decision making and automatic execution. It will cultivate new energy automobiles, smart wearable devices and other emerging manufacturing industries. In addition, it will moderately develop the automobile and parts manufacturing industry and build an automobile industry chain with the sales revenue over RMB 100 billion by exploiting the markets in South Asia, Southeast Asia, West Asia and Central Asia.

Along with all-sided implementation of the Belt and Road Initiative,the Yangtze River Economic Belt, the new round of China Western Development, China-ASEAN Free Trade Area, the Greater Mekong Subregion Economic Cooperation and other strategies, Yunnan has been turning itself form a marginal area and end of opening up into the forefront of opening up and radiation center, to become an strategic intersection pivot of two important national strategies. It backs against Southwest China, goes up north to connect the Silk Road Economic Belt, goes down south to connect the Maritime Silk Road, directs east to connect the Yangtze River Economic Belt and is opened up to South Asia, Southeast Asia and economic circles around the Indian Ocean. Yunnan is going to be built into anexport-oriented industrial base opened up to Southeast Asia and countries around the Indian Ocean.

云南在劳动力成本、用电价格等许多方面存在着绝对优势；随着东部地区劳动力成本、资源价格以及土地稀缺等因素的制约，东部地区的产业正加速向中西部地区转移，尤其是以食品和日用品加工制造业为代表的劳动密集型产业。
Yunnan has absolute advantages in terms of such factors as labor cost and power price. Restricted by labor cost, resource prices and land scarcity in Eastern China, industrial transfer is accelerated from Eastern China to Central and Western China, especially for labor intensive industries presented by processing and manufacturing of food and daily consumer goods.

“十三五”期间，云南将积极承接东部发达地区轻工、纺织、家电、玩具等产业转移，建设轻工产品和纺织品服装等消费品生产基地，积极发展与东南亚、南亚和东盟诸国市场对接的食品与消费品制造业。
In the period of the "13^th Five-Year Plan", Yunnan will undertake the transfer of industries such as light industry, textile industry, household appliance industry and toy industry from developed Eastern China, establish production bases for consumer goods such as light industrial products, textiles and clothing, and develop food and consumer goods industry aimed at Southeast Asian, South Asian and ASEAN markets.
