Project Overview

According to the national and provincial policies for the construction of ethnic cultural tourism industry and the relevant positioning of the prefecture and city, the project, based on Dai culture, fully demonstrates the cultural characteristics of Dai people in various development periods. Following the plan of "one center, two axes, three zones, four corridors, and four belts", the project is implanted with the industrial plates of Dai cultural tourism, Dai international style park, characteristic folk custom commerce, high-end resort hotel, Dai folk culture industrial zone, etc., to build a comprehensive large-scale urban project integrating Dai ethnic culture, international exhibition, ecological culture tourism, and leisure vacation.

Project Construction Content

Functions: One center, two axes, three zones, four corridors, and four belts

One heart: The core of Dai's historical and cultural display (Tiantian Shangjian Square, Shangjian Pavilion, Six Arrangement Methods, Twelve Mengs Buildings, and Pagodas).

Two axes: The main axis of the "Divine Tree Scenery Avenue" in the east and the west, and the main axis of the "Five Trees and Six Flowers Scenery Avenue" in the north and the south (the display of Dai symbols such as guardian animals, Dai flag, Dai watch, abstract animals, Dai zodiac, etc.).

Three zones: Dai history and culture and international exhibition zone; water entertainment and Dai life experience zone; boutique commercial development zone.

Four corridors: Banyan trees wall corridor; Dai kings' pavilions corridor; bamboo corridor; water entertainment and viewing avenue corridor (combined with "kings' pavilions", "December Pavilion", etc.).

Four belts: Dai medicine planting reserved exhibition belt, reserved development belt for "rental" parking, reserved development belt for a long-term extension, and farming culture exhibition belt.

Construction Duration: 5 to 8 years

Land Area: 1,064 mu

Supporting Conditions

Location: The project is located in the south of Mangshi City, Dehong Dai Jingpo Autonomous Prefecture, northeast of Dehong Mangshi Airport, south of the Huancheng South Road of Mangshi City, northwest of Du Zhimin group in Lamao Village, and west of Du Zhimin group in Mangbang Town. It is 3 kilometers away from Mangshi Airport and 10 kilometers from the downtown area.

Traffic Status: The project land is easy to access because of the G320 national highway in the east; the current internal roads are mainly village roads with an imperfect road system.

Resource Status:

It has a monsoon-influenced humid subtropical climate enjoying four distinctive seasons, mild climate, abundant rain, sufficient sunshine, and long frost-free period. Over the years, the average temperature is 18.4 , which is suitable for various ecological agricultural products.

There are agricultural resources, abundant water resources, and geothermal underground. They are conducive to the construction of ecological landscape and provide environmental support for tourism activities and wellness.

There is a legend about the Dai people - the Hunyi Haihan Memorial Tower.

Investment Estimate and Fund Raising

Investment Estimate: RMB 3 billion.

Fund Raising: Government investment, self-raised by enterprises, and bank loan.

Measures of Dehong Autonomous Prefecture to Support Cultural and Tourism Industry to Accelerate Transformation and Development after the COVID-19 (Excerpt)

I. Lower the operating costs

(V) Tax exemption and reduction for the newly-built motels, hotels, scenic spots projects from January 1, 2020 to December 31, 2022, the main business tax collected within three years after their completion and operation will be fully rewarded and compensated.

III. Support the upgrading of cultural and tourism products

(IX) Support the construction of major cultural and tourism projects. In accordance with the requirements of "internationalized, high-end, characteristic and intelligent", first-class international brands should be introduced to build a cultural and tourism complex.

(X) Support the upgrading of cultural and tourism products. Emphasis will be put on the upgrading of high grade-A tourist attractions, high star-level hotels, hillside hotels, boutique restaurants, automobile camps, guesthouses and inns, agritainment, and other brands. (XI) Introduce differentiated land-use policies. The land use of cultural and tourism projects should be included in the land and space planning of Dehong Autonomous Prefecture. In terms of the land use of cultural and tourism projects, priority should be given to the transfer of farmland, other than permanent basic farmland, to construction land, and the approval of land use should be accelerated. The construction of cultural and tourism projects will be supported in the form of dotted lands. It is encouraged to supply the land use of cultural and tourism projects by means of long-term lease, transfer after lease, and combination of lease and transfer.

Opinions of Mangshi City on Further Promoting Investment Promotion clearly states that:

The base price of land leasing for newly introduced plateau characteristic agriculture, tourism, and other modern service projects with a total investment of more than RMB 50 million will be determined by the sum of land acquisition cost, land development cost in the early stage and relevant fees that should be collected according to regulations.

Market Prediction (Analysis)

According to the Three-year Action Plan for the High-quality Development of Tourism Industry in Dehong Autonomous Prefecture (2020-2023), Dehong will focus on the construction of tourism infrastructure, optimize the spatial layout of tourism, improve the development format of tourism, and formulate relevant supporting measures. It aims to achieve a total tourism revenue of RMB 82.1 billion with a year-on-year growth of 14.99% by 2022.

Profit Model and Preliminary Benefit Analysis

Public welfare: During the operation period, the sales revenue is RMB 183,300, the investment payback period (after tax) is 5.93 years, and the after-tax financial net present value (FNPV, ic = 8%) is RMB 178.35 million.

Business: During the operation period, the sales revenue is RMB 370,300. During the operation period from 2020 to 2029, the after-tax profit is RMB 616.61 million, the investment payback period (after tax) is 4.56 years (excluding the investment period), and the after-tax financial net present value (FNPV, ic = 7%) is RMB 149.58 million.

Risk Analysis

The investment volume of the project is large, the construction duration is long, and the cost payback time is relatively long.
